From March 1, 2020, civil servants who have been employed and have paid compulsory social insurance (BHXH) for a period of time will be ranked in a more profitable direction, instead of defaulting to enjoy the lowest salary level as before.
This regulation is mentioned in Circular No. 1/2026/TT-BNV, issued on January 09, 2026, to implement Article 20 of Decree 170/2025/ND-CP of the Government.
Previously, many people had many years of work experience in non-state sectors, but when they passed the civil service exam, they still had to receive a starting salary, just like new graduates. From March 1, 2020, this will change.
According to new regulations, if the appointed civil servant has worked and paid compulsory social insurance, that time will be considered for higher salary ranking, as long as the job previously matched the civil servant position being recruited.
Circular No. 1/2026/TT-BNV clearly states that salary arrangement must be based on the working time in accordance with the provisions of law, in accordance with the professional qualifications and nghiep vu requirements of the job position being recruited, having compulsory social insurance contributions (if not continuously and not receiving a one-time social insurance allowance, it is accumulated), and being arranged to work according to the professional qualifications and nghiep vu previously undertaken.
The working time with compulsory social insurance contributions that is not consistent with the professional qualifications and nghiep vu requirements of the job position being recruited is not counted as a basis for salary ranking at the corresponding civil servant rank according to the job position being recruited.
The competent recruitment agency determines the working time with compulsory social insurance contributions according to the provisions of law to do work corresponding to the professional and nghiep vu requirements of the recruited job position to arrange salaries for people recruited into civil servants.
