According to the provisions of Section I of Joint Circular No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT, amended and supplemented by Clause 1, Article 1 of Circular No. 23/2025/TT-BNV (and at the same time abolishing Clauses 2 and 6 of Section I according to Clause 10, Article 1 of this Circular), subjects entitled to regional allowances include the following groups:
First, cadres, civil servants, public employees and contract workers (including those who are in probation) who have been ranked according to the salary scale prescribed by the State, are working in state agencies and state-owned public service units established by competent authorities.
Second, cadres, civil servants, and public employees under state payroll, receiving salaries according to the salary scale prescribed by the State, are sent to work at non-governmental associations, organizations, projects and international agencies and organizations located in Vietnam.
Third, people working in cryptography in cryptography organizations according to the provisions of law.
Fourth, officers, professional soldiers, non-commissioned officers, soldiers, soldiers, along with cadres, civil servants, public employees and workers in the payroll who are working at agencies and units under the Vietnam People's Army and the People's Police.
Fifth, people who retire or quit their jobs due to loss of working capacity, labor accidents, occupational diseases, are receiving monthly allowances instead of salaries.
Sixth, wounded soldiers (including type B wounded soldiers and policy beneficiaries such as wounded soldiers) and sick soldiers who are receiving monthly allowances, are not eligible for salary or social insurance benefits.
The regional allowance is a support to compensate for difficult living conditions, climate, geography, infrastructure and socio-economic development conditions for those who work and live for a long time in remote, isolated, border, island or particularly difficult areas.
