Discussing this content, Lawyer Nguyen Thu Trang, Deputy Director of Heva Co., Ltd., said that the Ministry of Home Affairs is currently seeking opinions on the draft Decree adjusting pensions, social insurance allowances and monthly allowances. The draft will be consulted until March 31, 2026.
Through studying the dossier, the Ministry of Home Affairs announced that currently, functional agencies propose 2 options for the timing and level of adjustment as follows:
Option 1:
From July 1, 2026, adjust to increase by 4.5% and 200,000 VND/month on the pension level, social insurance allowance and monthly allowance of June 2026 for subjects specified in points a, b, c, d, d, e and g, clause 1, Article 1 of this Decree.
From July 1, 2026, adjust an additional increase of 8% on the social insurance allowance level and monthly allowance of June 2026 for the subjects specified in points h, i and point k, clause 1, Article 1 of this Decree.
From July 1, 2026, people who are receiving pensions, social insurance allowances, and monthly allowances according to the provisions of Clause 2, Article 1 of this Decree, after adjusting according to the provisions of Clause 1 of this Article, have a benefit level lower than 3,800,000 VND/month, they are adjusted to increase as follows:
Increase by 300,000 VND/person/month for people with benefits below 3,500,000 VND/person/month.
Increased to 3,800,000 VND/person/month for people with benefits from 3,500,000 VND/person/month to less than 3,800,000 VND/person/month.
The level of pension, social insurance allowance, and monthly allowance after adjustment according to the provisions of this Article is the basis for calculating the adjustment of pensions, social insurance allowances, and monthly allowances in subsequent adjustments.
Option 2:
From July 1, 2026, adjust an additional increase of 8% on the pension level, social insurance allowance and monthly allowance of June 2026 for the subjects specified in Clause 1, Article 1 of this Decree.
From July 1, 2026, people who are receiving pensions, social insurance allowances, and monthly allowances according to the provisions of Clause 2, Article 1 of this Decree, after adjusting according to the provisions of Clause 1 of this Article, have a benefit level lower than 3,800,000 VND/month, they are adjusted to increase as follows:
Increase by 300,000 VND/person/month for people with benefits below 3,500,000 VND/person/month; increase to 3,800,000 VND/person/month for people with benefits from 3,500,000 VND/person/month to below 3,800,000 VND/person/month.
The level of pension, social insurance allowance, and monthly allowance after adjustment according to the provisions of this Article is the basis for calculating the adjustment of pensions, social insurance allowances, and monthly allowances in subsequent adjustments.
In the set of documents posted by functional agencies, there is information explaining this content. Accordingly, the proposal of 2 options is due to the adjustment of pensions, social insurance allowances, and monthly allowances according to Decree No. 75/2024/ND-CP still revealing some inadequacies and limitations.
The old decree has not institutionalized the Party's viewpoint on: "changing the way pensions are adjusted in a sharing direction".
The adjustment to increase according to the relative increase further increases the pension gap between those who are receiving pensions, social insurance allowances and monthly allowances.
Therefore, the drafting agency proposed a plan to combine adjusting the increase according to relative and absolute numbers to limit the above-mentioned inadequacies.
