First time regulating social security benefit accounts on VNeID
From September 28, 2026, pensioners, allowances and social security benefits can receive money through the Social Security Benefit Account on VNeID. This is a noteworthy new point in Decree 320/2026/ND-CP of the Government, contributing to digitizing social security payment activities in a more convenient and transparent direction.
Decree 320/2026/ND-CP dated August 13, 2026 amends and supplements a number of articles of Decree 69/2024/ND-CP on electronic identification and authentication, applicable to agencies, organizations, and individuals related to the electronic identification system and information integration on VNeID.

A noteworthy new point is the first regulation on Social Security Benefit Accounts on VNeID. This is identification information that allows people to integrate a payment account, e-wallet or mobile money account to receive support money, pensions, social security benefits and other legal funds.
This account is not a separate bank account. VNeID plays the role of an identification platform for people to integrate existing accounts, thereby receiving money.
According to new regulations, state agencies, political organizations, and socio-political organizations can transfer support funds, pensions, and social security from the state budget to the Social Security Benefit Account on VNeID.
Not mandatory for all people to receive money via VNeID
The deployment of this account does not mean that people are forced to receive money according to the new method immediately.
In case the beneficiary has not created an account and does not have a written authorization to receive it, social security contributions are still paid in other forms according to current regulations. This helps people who are not familiar with digital payments still ensure their rights.
The Decree also encourages the payment of charity money and other legal funds outside the state budget through the Social Security Benefit Account on VNeID.
An important requirement is that each agency, organization, and individual can only integrate one of three types of accounts: Payment accounts, e-wallets, or mobile money accounts. Accounts must be genuine and have information matching the electronic identification account, to ensure that money is transferred to the right person, limiting confusion and forgery.
Can be created from September 28, 2026
From September 28, 2026, when the regulation takes effect, people eligible for pensions, allowances and social security policies can proactively create Social Security Benefit Accounts on VNeID and integrate appropriate accounts to receive money.
In the process of implementation, guiding people, especially the elderly, people in rural and mountainous areas, and those who are not familiar with electronic transactions, will be very important.
The addition of Social Security Benefit Accounts on VNeID is expected to contribute to forming a modern, safe, convenient and more transparent social security payment method, in line with the national digital transformation process.
