The Government issued Resolution No. 221/NQ-CP promulgating the Government's action program to implement Conclusion No. 76-KL/TW dated July 28, 2026 of the 14th Party Central Committee on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model (program).
The purpose of the program is to organize the serious, comprehensive, synchronous, and effective implementation of Conclusion No. 76-KL/TW and Plan No. 06-KH/TW; creating high unity in the direction and administration of the Government, the Prime Minister and ministries, branches, and localities on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model.
At the same time, concretize the tasks under the responsibility of the Government, ministries, ministerial-level agencies and local authorities; clearly define tasks, presiding agencies, coordinating agencies, products, completion deadlines and monitoring, urging, inspection, and evaluation mechanisms.
Tasks and solutions must be specific, feasible, focused, and key; clearly identify what needs to be done immediately, how to implement it regularly; ensure clear people, clear tasks, clear responsibilities, clear progress, and clear results.
For public higher education institutions: The Ministry of Education and Training shall preside over and coordinate with the Ministry of Home Affairs, ministries, ministerial-level agencies and People's Committees of provinces and cities to rearrange and reorganize in the direction of:
- Transferring multi-disciplinary and multi-field university CSGD to the Ministry of Education and Training or local management, merging and consolidating CSGD in the same area, except for CSGD in specialized fields;
- Reduce at least 20% of public university CSGD focal points (completed before April 1, 2027).
For vocational and continuing education: The Ministry of Education and Training shall preside over and coordinate with the Ministry of Home Affairs, ministries, ministerial-level agencies and People's Committees of provinces and centrally-run cities to arrange and reorganize in the direction of:
- Transfer public vocational education institutions directly under ministries and sectors to local management, except for some vocational education institutions in specialized fields;
- Reduce at least 30% of public vocational CSGD (completed before October 1, 2026).
The Ministry of Health presides over, arranges, and reorganizes in the direction of reducing hospital headquarters, university CSGD directly under the Ministry of Health and reducing headquarters for forensic and psychiatric examination.
Preside over and complete the model of organizing commune-level health stations to ensure the provision of basic health services, primary and essential health care for people right at the grassroots level; identify models and organize and rearrange regional health centers to ensure effective operation and no duplication of tasks.
Coordinate with localities to review and supplement medical personnel, equipment, facilities, and essential medicines for commune-level health stations; build and complete electronic health records on VNeID and connect health data from commune to provincial levels (completed in October 2026).
The Ministry of Education and Training and the Ministry of Home Affairs shall preside over and submit to the Government or issue documents under their authority guiding the continued arrangement of public non-business units, preschool, primary, and general education CSGD in communes and wards in localities.
People's Committees of provinces and cities direct to continue arranging public non-business units, preschool, primary, and general education CSGD in communes, wards, and local health facilities (completed in August 2026).
