Land near saturation, Lao Cai warns of landslide risk after heavy rain

Lao Cai - After many hours of heavy rain, the soil in some areas has nearly saturated, with a high risk of flash floods, landslides, and subsidence.

Increased risk of landslides

According to Lao Cai Provincial Hydrometeorological Station, in the past 12 hours, from 9:00 PM on August 17 to 9:00 AM on August 18, many areas in the area had moderate to heavy rain, with very heavy rain in some places.

Rainfall recorded at some points at high levels such as Trung Tam 1 (Phuc Loi commune) 153.8mm, Trung Tam 2 122mm; Bao Ha 1 103.6mm; Phan Thanh 101mm; An Phu 98.6mm; Tan Dong 88.8mm; An Binh 80.6mm...

Notably, the soil moisture model shows that some areas are almost saturated, with moisture levels above 80%, increasing the risk of landslides.

In the next 6 hours, some areas are forecast to continue to have rain, accumulated rainfall is commonly 5-10mm. Although rainfall tends to decrease, the risk of landslides on hillsides, slopes of traffic routes and land subsidence is still high.

The meteorological agency warns people and local authorities to pay special attention to areas with steep terrain, villages, hamlets, and residential groups located in areas at risk of flash floods and landslides.

The level of natural disaster risk due to flash floods, landslides, and subsidence is currently warned at level 1. These phenomena can threaten people's lives, cause traffic jams, destroy civil works and affect socio-economic activities.

Proactively evacuate people from dangerous areas

Faced with complicated weather developments, the Chairman of Lao Cai Provincial People's Committee issued an urgent official dispatch requesting proactive response to the risk of heavy rain, flash floods, landslides according to Official Dispatch No. 54/CD-TTg dated August 17 of the Prime Minister.

Response tasks are deployed from the night of August 17 to the end of August 21, with the highest requirement being to ensure the safety of life and property of the people and the State.

People's Committees of communes and wards are required to review and update response plans according to the "4 on-the-spot" motto; closely monitor weather developments, and promptly provide warning information to people.

In particular, localities must review households living in areas at high risk of flash floods, landslides, and flooding; proactively and resolutely evacuate people to safe places when necessary, prioritizing the elderly, children and vulnerable groups.

Functional forces are required to maintain 24/24 hour duty, regularly update the situation and report to the standing agency for disaster prevention and control for timely advice and direction.

The Department of Agriculture and Environment is responsible for presiding over and coordinating inspection and urging of prevention and response work; the Department of Industry and Trade directs ensuring the safety of the electrical system, preparing essential goods and gasoline and oil to serve areas at risk of being cut off.

The Provincial Military Command and Provincial Police are preparing forces and vehicles, ready to support localities in evacuating people, searching for and rescuing, and overcoming the consequences of natural disasters.

Faced with the risk of landslides that may occur after heavy rain, people are advised not to be subjective, especially in taluy areas, slopes, streamsides and places where landslides have occurred.

When detecting unusual signs such as cracked soil and rocks, landslides, cloudy water flow or unusual noises, it is necessary to quickly leave the dangerous area and notify the local authorities.
