Over the past time, the situation of people begging and holding young children begging or lottery vendors combining begging at traffic signal intersections in the city center of Phan Thiết has caused a loss of the city's aesthetic appeal, as these are main routes, tourists travel to the Ham Tien - Mui Ne tourist area. This situation has continued for a long time and has not been resolved.
In response to this issue, the Department of Labor - Invalids and Social Affairs of Binh Thuan Province stated that, first and foremost, the responsibility for handling the situation of people wandering and begging at traffic intersections causing a loss of the city's aesthetic appeal belongs to the People's Committee of Phan Thiết City.
According to the regulations, the procedure for reviewing, classifying, and concentrating on handling vagrants and beggars on the province's territory has been issued, and the People's Committee of Phan Thiết City has established a multi-disciplinary task force to regularly review, classify, and concentrate on handling vagrants and beggars in the area.
In cases where the place of residence, family, or relatives of the individuals are identified, they are returned to their families for management, education, and a commitment to manage them at home, preventing them from repeating the behavior of wandering and begging. In cases where this information is not available, a file is prepared and the individual is temporarily placed in the care of the Binh Thuan Social Welfare Center, pending verification and clarification of their relatives.
To limit the situation of vagrants and beggars to the lowest possible extent, with the aim of eliminating the unpleasant sight causing a loss of aesthetic appeal on Phan Thiết's tourist streets, this department proposes that the local authorities enhance the implementation of the review, classification, and concentration procedure for handling vagrants and beggars in accordance with the regulations.
This includes focusing on deterrence and strict penalties for individuals who exploit the elderly, children, or people with disabilities to organize begging for personal gain, handling them in accordance with the law to prevent vagrancy, accidents, and begging, ensuring public order and security in the area.
At the same time, the implementation of social welfare policies, vocational training, job creation, and community involvement in assisting individuals and families with special difficulties to stabilize their lives and avoid wandering, accidents, and begging for a living.
