On September 21, Dak Lak Provincial People's Committee issued a document requesting departments, agencies, branches, and localities to proactively implement measures to prevent and respond to heavy rain, floods, flash floods, landslides, tornadoes, lightning and hail in the area.
Accordingly, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of communes and wards to directly direct, inspect and be responsible for disaster prevention and response in the locality.
Localities must urgently review areas at risk of deep flooding, flash floods, landslides, especially areas along rivers, streams, low-lying areas, embankments, slopes and residential areas that have experienced natural disasters.
Faced with the forecast of complicated weather developments, the Mobile Police Department of Dak Lak Provincial Police has reviewed response plans, inspected rescue vehicles and equipment, and maintained on-duty forces, ready to maneuver when situations arise.
Currently, 150 officers and soldiers are stationed in the eastern area of the province, divided into 3 working groups; 200 officers and soldiers are on duty at the headquarters in Buon Ma Thuot ward. Hundreds of vehicles are also mobilized, ready to support areas at risk of division, deep flooding, flash floods, and landslides.
Ms. Ha Thi Hong (resident of Ia Lop border commune) said: "This morning, due to heavy rain, some central roads of the commune were flooded, making it difficult for vehicles to move.
Local authorities have issued notices to people to be careful when moving. For key areas, functional forces will be ready to support people to pick up and drop off students to school to ensure safety.
Vice Chairman of Dak Lak Provincial People's Committee Nguyen Thien Van informed that units managing and exploiting irrigation and hydropower reservoirs arrange standing forces to proactively handle situations; and promptly inform and warn the government and people in downstream areas when operating water discharge or at risk of incidents.
According to the National Center for Hydro-Meteorological Forecasting, from the afternoon of September 21 to the end of September 24, eastern Gia Lai, Dak Lak, Khanh Hoa, Lam Dong and Southern Vietnam will have moderate to heavy rain, thunderstorms. Rainfall for the whole period is commonly 120-250mm, locally over 400mm; especially at some times it may be over 150mm. Heavy rain is likely to cause flooding in low-lying areas, urban areas, industrial parks, flash floods on small rivers and streams and landslides. Disaster risk level due to heavy rain, tornadoes, lightning, and hail is at level 1.
