Many complicated violations are difficult to resolve
According to the investigation of Lao Dong Newspaper, there are currently a series of constructions violating construction order in the core and buffer zone of Trang An Heritage. In particular, it is mainly illegal construction works on agricultural land, people's garden pond land to build homestays, restaurants, eateries... In particular, many violations have existed for many years, but have not been thoroughly handled, only stopping at inspection and making records requesting demolition.
The latest report (October 27, 2025) of the Ninh Binh Provincial People's Committee also clearly stated that violations of construction order, land management, use and accommodation service business activities in the Trang An Heritage area are still complicated.
Some communes and wards have not really paid attention and directed; the handling of violations is not timely and final; there is still a phenomenon of organizations and individuals intentionally violating after being handled by competent authorities.
In October 2025 alone, the Trang An Scenic Landscape Complex Management Board conducted 117 patrols, detecting and making working records for 4 violations of land use and construction order, including 3 new violations and 1 old violation. At the same time, coordinate with the People's Committee of Hoa Lu Ward to organize the compulsory demolition of the illegal construction.
In Nam Hoa Lu ward, since July 1, 2025, when implementing the two-level local government, the ward's functional forces have handled and dismantled 50 cases of illegal construction in the core and buffer zone of Trang An Heritage.
Do not let the violation last long
Faced with the complicated situation of violations in construction and land management in Trang An, which has not been completely handled, on October 27, the People's Committee of Ninh Binh province issued a document directing relevant units to tighten management work.
The Provincial People's Committee requests to ban the conversion of agricultural land in the core area, and at the same time assigns the Chairman of the People's Committee of the communes and wards involved to take full responsibility if new violations occur in the locality under his/her management. Resolutely enforce and dismantle illegal constructions.
The People's Committee of Ninh Binh province requires departments, branches, units and localities to strengthen inspection, detection, prevention and strict handling of violations of construction order, land management, use and tourism accommodation services in the Trang An Heritage area.
Mr. Bui Van Manh - Director of Ninh Binh Provincial Department of Tourism - said that there are currently no specific data on the number of households and works violating the regulations in the Trang An Heritage area. According to Mr. Manh, previously households were still living in the Trang An Heritage area. In 2014, Trang An was recognized as a world heritage and had regulations on heritage protection and management.
"The handling is facing many difficulties, so there needs to be time to check and review each time and stage, to what extent to base on practical calculations for appropriate development. As for newly built works, that is, built after a time with clear regulations, they must of course be strictly handled" - Mr. Manh said.
