In August 2024, the Tam Trinh road expansion project (old Hoang Mai district) restarted after many years of difficulties in site clearance (GPMB).
At this time, a part of the clean site was handed over by the investor to the contractor to implement the project. However, according to the reporter's records in late September, the Tam Trinh road expansion project is still being constructed at a slow pace, causing chaos in each " sticky rice and bean" section.
The unfinished construction site causes traffic congestion and dust, greatly affecting the lives of people along the road.


Mr. Nguyen Dac Doan - Deputy Construction Site Commander - Truong Son Construction Corporation - said that after more than a year of the project being restarted, the contractor has only handed over about 48% of the site.
Because the handover site is " sticky rice and bean" locations, the actual construction site can only account for about 30%. The core problem is that the underground technical infrastructure has not been relocated.
"A section of the road about 1.2km has not been cleared due to the reclaimment of medium-voltage power lines. The site was planned to be handed over on October 15, but the contractor has not yet received the site for construction" - Mr. Doan said.
According to Mr. Doan, the locality's delay in handing over the site is greatly affecting the contract progress, expected to end in June 2026.


The Tam Trinh road expansion project was approved by Hanoi in 2012. The project started in 2016, expected to be completed after 3 years, however, during the implementation process, difficulties in site clearance caused the project to stall.
By 2023, the Hanoi People's Committee had adjusted the project implementation period from 2016 to 2026, increasing the capital from VND 2,066 billion to VND 3,354 billion.
The route is more than 3km long, connecting Minh Khai Street (Ring Road 2) and Hanoi Ring Road 3, passing through Hoang Mai, Vinh Tuy and Tuong Mai wards with a total area requiring site clearance of more than 72,444 m2, involving 1,594 households and 21 organizations.
Hoang Mai ward is a key area of this project, accounting for more than 60% of the entire project area with 45,280 m2 requiring site clearance, involving 1,337 households and 4 organizations. Currently, only about 48% of the area has been handed over.

According to the leader of Hoang Mai ward, the remaining site is delayed due to problems with the compensation policy of the 2024 Land Law and the new process of local government at two levels.
For land originating from agricultural land, people arbitrarily change the purpose of use, leading to many difficulties in site clearance.
According to the provisions of the 2024 Land Law, compensation for works on this type of land is not paid, however, to solve difficulties for households, Hanoi City has also issued documents to remove difficulties.
Regarding the resettlement policy, if households subject to land acquisition are living stably on the recovered land plot but the remaining area does not meet the conditions for existence according to regulations, based on the land acquisition records of each household and according to the provisions of Article 111 of the 2024 Land Law, the Compensation, Support and Resettlement Council will decide on the purchase of resettlement houses for each specific case according to regulations. The new policy is expected to partially remove bottlenecks.
It is expected that all site clearance work for the Tam Trinh road expansion project will be completed in the second quarter of 2026. At the same time, it is necessary to carry out investment and it is expected that the project investment will be completed by the end of 2026 according to regulations.
