On the morning of May 28, the leader of Binh Son district confirmed the above information. Accordingly, the second victim who died was Mr. Tran Vinh (born in 1973), residing in Binh Nguyen 1 commune, Binh Son district. Mr. Vinh's body was taken home by his family for funeral arrangements.
As reported by Lao Dong Newspaper, at around 8:15 a.m. on May 26, a serious accident occurred on National Highway 1. According to the camera image, at that time, the truck with license plate 76H-026.17 driven by Truong Van De was carrying sand, traveling in the South - North direction. When the truck arrived at the above location, a motorbike (identified to be driven by Mr. Tran Vinh) changed direction to cross the road.
The incident happened unexpectedly, the driver came to beat Mr. Vinh but could not avoid the car in time. After colliding with Mr. Vinh's motorbike, the truck continued to collide with a motorbike driven by Ms. Nguyen Thi Thao (36 years old, residing in Binh Chanh Commune, Binh Son District), carrying a small child, and a motorbike driven by Ms. Nguyen Thi Tam (62 years old, residing in Binh Nguyen Commune). The truck continued to crash into the grocery store area of 4 households and overturned.
The consequences of the incident caused Ms. Tran Thi Thuy ( grocery store owner) to die on the spot and many people were seriously injured.

The Traffic Police Department of Quang Ngai Provincial Police informed that it had reported the above accident to C08 - Ministry of Public Security. The results of the alcohol and drug test for truck driver Truong Van De (34 years old, residing in Tinh Thien commune, Quang Ngai city) showed that the driver did not violate alcohol concentration and did not use drugs.
For the 3 people on the motorbikes involved, they have not yet measured their alcohol concentration and tested for drugs because these people were not present at the scene.
The Traffic Police Department of Quang Ngai Province Police determined that the initial cause of the accident was that driver Truong Van De was not paying attention when driving the truck; while Mr. Tran Vinh was on a motorbike and changing direction, not ensuring safety.
