On May 28, information from the People's Committee of Nghe An province said that to date, units and localities in the province are focusing on reviewing and urging the implementation and disbursement of capital from 3 national target programs for the period 2021 - 2025, which are extended to 2026.
The programs include: building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

For the National Target Program for socio-economic development of ethnic minority and mountainous areas, the total budget capital assigned by the Central Government for the period 2021 - 2025 is more than 5,298 billion VND. To date, the total disbursed capital has reached more than 3,539 billion VND. The funding source extended to 2026 for this program is more than 1,666 billion VND.
The main reason for the delay is that many mountainous communes will basically complete the finalization of capital sources in 2025 by the beginning of the second quarter of 2026 to carry out procedures for source transfer. In addition, some key transportation and resettlement projects in the old Ky Son and Tuong Duong districts are still facing obstacles due to landslides, planning adjustments and the impact of floods.
For the New Rural Development Program, the investment capital from the central budget extended to 2026 is more than 66.1 billion VND. As of May 20, 2026, the disbursed capital has only reached more than 1 billion VND, equivalent to 1.5%.
Regarding new rural development capital for the long term, the total capital source is more than 37.2 billion VND, as of May 14, 2026, 993 million VND has been disbursed, reaching 2.7%.
For the National Target Program on Sustainable Poverty Reduction, the development investment capital extended to 2026 is more than 176.5 billion VND. As of May 14, 2026, more than 7.7 billion VND has been disbursed, reaching 4.38%.
Separately, the sustainable poverty reduction career capital source for 2026 is more than 124.6 billion VND, more than 10 billion VND has been disbursed, reaching 8.06%; the remaining more than 114.5 billion VND has not been disbursed.
According to Mr. Phung Thanh Vinh - Vice Chairman of Nghe An Provincial People's Committee, there are only 7 months left until the project closing time for the 2021 - 2025 period.
The new rural construction program achieved quite good results thanks to its organizational experience, while the remaining two programs, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas, still face many obstacles, and the results have not reached the set plan.
The Vice Chairman of Nghe An Provincial People's Committee requested units and localities to change the reporting method to weekly or 10-day instead of monthly as before. The Department of Agriculture and Environment is assigned to be the sole focal point for summarizing general data of all 3 programs.
Commune-level People's Committees must immediately review capital sources, clearly identify investment capital and non-business capital. Before May 30, localities must complete complete complete reports on capital sources and expenditure content. Any capital that cannot be disbursed or cannot be transferred must carry out procedures to return the source to the province for coordination.
Leaders of Nghe An Provincial People's Committee also requested investors, departments, branches and localities to resolutely cut and transfer capital for unfeasible projects. In case it cannot be implemented, they must send documents to the Department of Agriculture and Environment, Department of Ethnic Minorities and Religions to cut the source, prioritize transfer to other projects or return the source.
