Information from the Traffic Police Department (CSGT) of the Ministry of Public Security, Hanoi Traffic Police Department has just handled a case of a tractor-trailer dropping goods onto the road while traveling on the elevated Ring Road 3, posing a potential risk of traffic unsafety.
Previously, a clip appeared on social networks recording the scene of many pieces of material shaped like thin metal sheets falling from a tractor-trailer onto the elevated Ring Road 3. Fortunately, at that time, the pieces of material did not hit vehicles traveling in the same direction.
Through verification by functional forces, the incident occurred at about 4:19 pm on May 23, on elevated Ring Road 3, the section passing through Thang Long University area, in the direction from Thanh Tri bridge to Mai Dich. The driver was identified as V.D. KH (born 1984, residing in Hai Phong), driving a tractor truck with license plate 15E-010. xx pulling a semi-trailer with license plate 15R-005. xx.
Functional forces determined that the cargo vehicle had been tied but did not ensure safety according to regulations.
With the above behavior, the driver will be fined from 8 to 12 million VND, and at the same time 4 points will be deducted from the driver's license.

The Traffic Police Department said that unsafe goods binding can lead to the risk of goods falling and collapsing during traffic, especially on elevated roads with high vehicle density and high operating speed. This is one of the potential causes of serious traffic accidents, threatening the safety of people and vehicles participating in traffic.
Through the above incident, the Traffic Police Department recommends that drivers and vehicle owners carefully check the condition of goods, the binding system and safety measures before departure, in order to prevent incidents and ensure traffic safety.
