Many key projects are unfinished and behind schedule.
On December 18, according to information from the People's Committee of Nghe An province, the project to build Phan Boi Chau High School for the Gifted (phase 2) in Nghi An commune (Vinh city) with a total investment of 101 billion VND, has so far approved the feasibility study, is implementing the construction drawing design, expected to be approved in December 2024 and select a contractor in January 2025.
Previously, in 2022, the project to build Phan Boi Chau High School for the Gifted (phase 1) in Nghi An commune with a total investment of 95 billion VND was basically completed, but the project could not be put into use because the elevator and fire protection systems had not been completed.
The Phan Boi Chau High School for the Gifted (phase 1) construction project is left unfinished and wasteful, while the Phan Boi Chau High School for the Gifted in Vinh City is cramped and degraded, requiring hundreds of millions of VND to repair.
Faced with the above situation, the People's Committee of Nghe An province has directed the investor to urgently implement phase 2 of the project and soon complete and put it into use.
In Yen Thanh district, the project to build a monument to comrade Phan Dang Luu and a central park in Yen Thanh town (phase 1) with a total investment of more than 90 billion VND has been completed but has not yet been accepted or settled.
The project to build a Center for Preservation and Promotion of Nghe Tinh Vi and Giam folk heritage, invested by the Department of Culture and Sports with a total investment of 69 billion VND, has been suspended for 8 years and is still not completed because the investor has not ensured the implementation of items according to the project approval decision.
To hand over the project for use, it is necessary to continue investing in items such as: garden, landscape, outdoor performance area, fence, gate, sound and lighting equipment and other specialized equipment.
Urge project implementation and completion
According to statistics from the People's Committee of Nghe An province, for key cultural, educational and medical projects, up to now, there are 3 completed projects, 8 projects under construction according to schedule, 2 projects facing difficulties in site clearance, 2 projects facing difficulties due to capital sources, 2 projects are backlogged and have stopped construction.
The Provincial People's Committee requests Directors of Departments, Heads of provincial-level departments and branches; People's Committees of districts, cities, towns and investors to promptly accept, finalize and hand over the works for use.
For projects in progress, ensure implementation of approved investment items and construction progress.
For projects facing difficulties and obstacles, urgently clear the site and at the same time mobilize and arrange capital to continue implementing the project.
For projects that are pending or have stopped construction due to failure to ensure the implementation of approved items, investors are required to focus human and material resources to implement unfinished and pending items within the scope of their authority and functions.
Departments in charge of specialized fields are responsible for inspecting and reviewing backlogged projects, projects that have stopped construction, or projects that are behind schedule in their fields; developing solutions for each project and urging investors to implement the project. Summarize and report on the progress of handling each field before the 27th of each month, and report the implementation results before June 30, 2025 to the Provincial People's Committee.
