On June 28, information from the People's Committee of Nghe An province said that the province has just issued Decision No. 2752 approving the Project to establish the Nghe An Children's Protection Center based on receiving SOS Children's Village Vinh.
According to the project, the Nghe An Children's Protection Center is a public non-business unit in the field of social assistance, under the Nghe An Department of Health, with legal status, accounts and private seals. The head office is located at No. 28 Hermann Gmeiner Street, Truong Vinh Ward; along with two other facilities, a male youth dormitory at No. 2A Duy Tan Street and a house outside the Village at No. 26 alley 02 Nguyen Kiem Street.
The Center has the function of nurturing, caring for and educating orphaned children, abandoned children without shelter, children in particularly difficult circumstances who no longer have a source of nurturing, bringing a stable and long-term alternative family home.
The Center's tasks include: receiving, nurturing, and educating children; providing social assistance services and child protection and care; cooperating with organizations to implement programs and projects; organizing communication to raise awareness; community development; and coordinating to reintegrate subjects into the community.
Regarding the organizational structure, the Center has a Board of Directors including a Director (played by the Director of SOS Children's Village Vinh) and no more than 2 Deputy Directors; two professional departments are the Administration - General Department and the Management, Care and Social Work Department.
Initially, the Provincial People's Committee assigned 23 additional staff positions of civil servants and labor contracts receiving salaries from the budget to receive all 23 existing personnel of SOS Children's Village Vinh. When the Central Government assigns staff quotas, the province will implement the recruitment process in the form of recruitment for this number of personnel.
The Center will receive all 124 children and youth being cared for and nurtured at 10 families and youth dormitories of SOS Children's Village Vinh; and at the same time continue to survey and receive groups of children in special circumstances, children in urgent need of protection in the province. Operating expenses are guaranteed from the state budget, career revenue and other legal aid and sponsorship sources.
The Provincial People's Committee assigned the Department of Health to preside over and coordinate with the Department of Home Affairs to advise on the decision to establish the Center, transfer staff, allocate funds and organize the implementation of project contents to ensure efficiency and compliance with regulations.
