On June 28, information from Kim Bang Commune People's Committee said that the locality has established a Land Clearance Council (GPMB) to deploy inventory, measurement and complete compensation dossiers to serve the Mo Vinh bridge project.
Site clearance work is being urgently implemented to soon hand over the clean land fund to the bridge access road construction unit, removing the paradox that the bridge has been built but has not yet been put into operation.

Mo Vinh bridge was approved by the People's Committee of Nghe An province at the end of 2023 with a total investment of nearly 80 billion VND, assigned to the People's Committee of Thanh Chuong district (old) as the investor, then transferred to the Management Board of Nghe An Traffic Works Project for management. The project has a scale of 4 spans made of prestressed reinforced concrete, 146m long, 9m wide, along with approach roads at both ends of the bridge according to V-level delta standards.
This is a key transportation project, expected to connect Hoa Quan and Kim Bang communes, expand trade and promote local socio-economic development.

However, although the main bridge section has been basically completed since 2025, the project is still in a "suspended" state, unable to be put into use due to the lack of access road construction. The reason is due to the site clearance of agricultural land belonging to the access roads at both ends of the bridge that has not been handed over.
Recorded at the scene, the main bridge section has been completed, but the two ends are still rice fields, causing the bridge to be cut off, lying bare in the middle of the field. Due to the lack of connecting roads, people on both sides of the Ro River still have to move across the temporary iron bridge that has deteriorated, posing a potential safety risk.
Representatives of the Nghe An Transport Project Management Board said that they have worked with relevant localities, requesting to accelerate site clearance to soon deploy the access road, avoid wasting investment resources and soon promote the efficiency of the project.
Leaders of Hoa Quan Commune People's Committee also said that the locality is focusing on inventorying, measuring and completing compensation procedures, aiming to hand over a clean site in the shortest time, thereby removing bottlenecks and ending the paradox of completed works but people still having to travel by temporary bridges.
