On the afternoon of September 29, Hiep Binh Ward Police and related units are urgently verifying and working with related people after the video of a woman continuously spreading "strange flour" onto the street attracted attention on social networks.
Previously, a video posted on TikTok quickly attracted more than 5 million views. Video recorded the scene of two women riding a motorbike on Hiep Binh Street, Hiep Binh Ward, in which the person sitting behind continuously opened the bag and spread a white powder on the road. This action was repeated about 30 times.

The incident has made people worried, recorded and shared on social networks. Many people expressed concern, debate and speculate that this could be ashes or related to spiritual elements.
Through verification, the identities of the people in the video have been clarified. Ms. Nguyen Thi Nhon (89 years old, living in Tam Binh ward) confirmed that the two women in the video are her daughter (the carrier, named T.T.N.S) and her granddaughter (the person spreading the flour, named N.H.Y, 46 years old, living in Ho Chi Minh City). Ms. Nhon said that the two of them are currently living together, but she herself did not know what powder her daughter and granddaughter had spread.
The authorities have worked with Ms. Nhon. Through the initial taking of statements, the authorities determined that Ms. N.H.Y (the person who spread the flour) had signs of mental abnormality.
Currently, Hiep Binh Ward Police are continuing to coordinate to clarify the type of flour that has been spread and handle the case according to regulations.
