Starting construction at the end of 2022, the An Phu intersection project (HCMC) is expected to solve the largest traffic congestion in the eastern part of the city. With a total investment of more than VND 3,400 billion, the project is approved to be completed in December 2025. However, after nearly 3 years of construction, the project has only reached about 70% of the volume, many items are sluggish, and there is a risk of being delayed until the end of 2026 to complete.
According to records, during peak hours in the morning and afternoon, the flow of vehicles from Ho Chi Minh City - Long Thanh, Mai Chi Tho, Vo Nguyen Giap and Luong Dinh Cua Expressway rushed to the An Phu intersection, causing traffic jams in this area. Thousands of vehicles moved slowly, many sections were suffocated, motorbikes had to squeeze dangerously between cars and fences.
Many important items are significantly delayed. The HC1-02 underpass connecting the expressway with Mai Chi Tho has only reached 70%, expected to be completed by mid-2026. The N3 and N4 overpasses connecting Mai Chi Tho - Dong Van Cong must also be postponed until June 2026. The N1, N1.1, N1.2 overpasses from Luong Dinh Cua to the expressway are likely to last until the end of December 2026, which is about a year later than the original plan.



Faced with this situation, the Chairman of the Ho Chi Minh City People's Committee has issued urgent instructions, requiring the Project Management Board to tighten contract discipline, review contractors' capacity, resolutely replace weak units, and at the same time increase human resources and machinery, organize "3 shifts, 4 teams" to make up for the progress. The city emphasized the goal of completing the project and putting it into operation before December 31, 2025, if there are further delays, the Director of the Traffic Department will be fully responsible.
When completed, the An Phu intersection will be the largest intersection in Ho Chi Minh City, playing a strategic role in directly connecting the Ho Chi Minh City - Long Thanh expressway with the main roads of the East and Long Thanh international airport. But at present, this key project is still a daily traffic obsession for tens of thousands of people passing through the eastern gateway of the city.
