The Ministry of Justice has just announced the appraisal dossier of the draft Decision of the Prime Minister regulating the roadmap for applying national technical regulations on emissions of motorbikes and mopeds participating in road traffic.
According to the draft Decision drafted by the Ministry of Agriculture and Environment, the roadmap for applying the Emission standard level is as follows:
Time to start implementing emission inspection of motorbikes and mopeds participating in road traffic:
a) From July 1, 2027 for Hanoi and Ho Chi Minh City;
b) From July 1, 2028 for the remaining centrally-governed cities;
c) From July 1, 2030 for the remaining provinces. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.
- Motorbikes manufactured before 2008, apply Level 1 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
- Motorbikes manufactured from 2008 to 2016, apply Level 2 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
- Motorbikes manufactured from 2017 to June 30, 2026, apply Level 3 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
- Motorbikes manufactured from July 1, 2026, apply Level 4 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
- Motorbikes manufactured before 2016, apply Level 1 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
- Motorbikes manufactured from 2017 to June 30, 2027, apply Level 2 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
- Motorbikes manufactured from July 1, 2027, apply Level 4 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
- Motorbikes and mopeds participating in traffic in Hanoi and Ho Chi Minh City must meet the regulations on emissions of Level 2 or higher, as of January 1, 2030.
- Motorbikes and mopeds participating in traffic in the "low emission zone" of Hanoi city according to the provisions of the Capital Law must meet the emission regulations according to the Resolution of the Hanoi People's Council.
