No roads for transporting materials and equipment
The Cai River Road Construction Project is a key project of Dong Nai province with a total investment of 3,960 billion VND, expected to create a new traffic axis in the central area of Bien Hoa city and improve the urban landscape along the river.
However, up to now, the project is facing many difficulties, especially regarding the construction site for the priority construction of 5 new bridges in the project.

This project has a total length of nearly 4.6 km connecting from Ha Huy Giap Street to Tran Quoc Toan Street, passing through 5 wards of Bien Hoa City including: Quyet Thang, Thong Nhat, Tan Mai, Tam Hiep, An Binh.
On this Cai River route, there will be 5 bridges - under package 10 to be newly built including: Tam Tau bridge, Rach Gio bridge, Tan Mai bridge, Ba Bot bridge, Suoi Linh bridge.
These 5 bridges are part of a priority package to start construction from late 2023 to early 2024. However, according to the Dong Nai Province Traffic Construction Investment Project Management Board, construction package No. 10 has only reached 29% of the contract value (total package value of 169 billion VND).

Also according to the Dong Nai Province Traffic Construction Investment Project Management Board, due to site clearance problems, during the construction of 5 bridges on the route, the construction unit encountered many difficulties in transporting materials, equipment and vehicles for construction because there was no access road for vehicles to enter and exit for transportation. Currently, the construction unit can only follow narrow residential roads.
Large volumes of excavated soil are also stuck in the ground, making it impossible to coordinate and transport.
The work of handling and gathering excess excavated soil volume during the construction of pile foundation, abutments, bridge piers and approach roads at both ends of the bridge of package No. 10 is very large.
According to the approved design documents, the volume of excavated soil is coordinated and transported within the project construction scope. However, currently, the project route is stuck in the ground clearance, so it is impossible to coordinate and transport soil within the project scope according to the approved design.

The representative of the Dong Nai Province Traffic Construction Investment Project Management Board said that they have proposed the Bien Hoa City Land Fund Development Center to organize compensation and site clearance work, hand over the site, and prioritize locations at Rach Gio Bridge and Ba Bot Bridge.
Hand over the site from Ba Bot Bridge to the intersection with Tran Quoc Toan Street, 1.3 km long, in the third quarter of 2024 so that the Project Management Board can select a contractor for construction package No. 2 and start construction at the end of the fourth quarter of 2024.
The Cai River Road Construction Project, from Ha Huy Giap Street to Tran Quoc Toan Street, Bien Hoa City, has a total area of over 29 hectares, affecting about 700 households and organizations, of which about 563 households and individuals will be cleared.
The project has a total investment of 3,960 billion VND.
According to the Dong Nai Province Traffic Construction Investment Project Management Board, the construction package of the Cai River road construction project has not been implemented due to the site not being handed over.
