Lao Dong Newspaper has just published a series of articles reflecting that people in alley 150 An Duong Vuong, Phu Thuong ward, Hanoi expressed support but are still concerned about the land recovery method of the Ward People's Committee at the Phu Thuong ward park project.
Continuing to reflect to Lao Dong Newspaper, some households said that they were extremely surprised when receiving the draft detailed plan for compensation, support and resettlement when the state recovered land to implement the Phu Thuong ward public park project.

Ms. Duong Thi Bich Ngoc - a resident whose land was recovered in alley 150 An Duong Vuong - said that according to the draft compensation and resettlement plan she received on May 6, signed by Mr. Le Van Thuy - Director of the Investment and Infrastructure Project Management Board, Phu Thuong Ward People's Committee.
According to the above plan, the total land area being used is 201.8 m2. Land compensation is calculated as 0 VND. Regarding housing support and works attached to land, it is also 0 VND. Regarding trees and crops on land, Ms. Ngoc is compensated 2,248,200 VND.
Sharing about the draft plan, Ms. Ngoc said: "When the State had a policy to recover land to build Phu Thuong park, I myself and my family as well as all households here were very agreeing and supportive. Therefore, when project staff came to measure and count, we were very happy and cooperative. But when we received the draft compensation plan, we were too surprised. At the beginning of the draft, it was written that compensation for site clearance and resettlement for people, but in the document, the value of housing to land is calculated at 0 VND. On the land of more than 200 m2, only more than 2 million VND is calculated.
Ms. Ngoc added: "I feel very sad and surprised. Because when we came here in 1992, the family had to renovate the land with a lot of effort. During our life, we had no disputes with anyone.



Ms. Ngoc shared: "I am a single mother. One child has married far away. Currently, I live with my son, daughter-in-law and have a 3-month-old grandchild. Now, I receive a land compensation decision of 0 VND while I have no other place to live.
Ms. Ngoc expressed her desire for the State and government to have appropriate social security plans for the people.
Not only her family but all households here also hope that competent authorities will consider and support to stabilize their lives.
Mr. Hoang The Nam said that his family has a total recovered area of 825 m2. The land and house compensation plan is 0 VND. For this land plot, his family is calculated compensation of 17,717,600 VND for trees on the land.
Sharing with Lao Dong Newspaper, Mr. Nam said that his family has lived here since 1992. Previously, when the ward mobilized, people were informed that this was a special project, there would be double or triple compensation support.

However, at the beginning of May, many people were shocked when receiving the compensation draft.
Mr. Nam added that the land his family is living on was originally allocated to cooperative members in 1992 for cultivation, animal husbandry, and stabilizing life.
Currently, my family has two households living on this land. The main source of income is trees, crops, and livestock. If the State recovers land without appropriate support and compensation plans, we people do not know how to stabilize our lives.
Mr. Hoang The Nam expressed his desire for the state to have a policy to support resettlement to stabilize life, and at the same time have policies to support job conversion for households in alley 150 An Duong Vuong area.
Ms. Tran Thi Kim Hoi - a resident whose land was recovered - said that her family's land under recovery has an area of 294.6 m2, with a compensation plan of 5,819,000 VND.
Ms. Hoi said: "My family has lived stably for a long time until now, my family's land is not in dispute with anyone. On May 6, 2026, my family received a draft land compensation document at the Phu Thuong ward park project. My family supports the project, does not cause any difficulties, very much creates conditions for the project board. Therefore, I also hope that functional agencies must also create conditions for the people.
My husband and I are now nearly 60 years old and have no other place to live. Therefore, I hope the State will support jobs, support embellishment, renovation and assets on land, and at the same time support resettlement for the family.


Regarding a part of the land in alley 150 An Duong Vuong, according to documents provided by people, on June 6, 1992, the Chairman of the People's Committee of Tu Liem district (old) signed Decision No. 121/QD-UBND to recover the area allocated to the construction enterprise with a total area of 50,024 m2, and hand it over to Lien Ngac Cooperative under Dong Ngac commune, Tu Liem district (old) for management.
The document also states that the Commune People's Committee is responsible for directing the consolidation of cooperatives, the Management Board has production and business plans, pays agricultural taxes to the state and allocates land to cooperative members, ensuring production organization according to Resolution 10.
People also added that around 1992, a part of the alley 150 land area was vacant and deserted. With the mobilization of the Cooperative, some people put in effort and money to restore the fertile land as it is today.
Talking to Lao Dong Newspaper about the 150 An Duong Vuong land plot, Mr. Nguyen Van Bay, Head of Nhat Tao 2 Residential Group (where the land plot is located) said that previously alley 150 An Duong Vuong belonged to Dong Ngac ward, now it has just been moved to Phu Thuong ward. He himself has also just received the above area. Regarding the origin of the formation of alley 150 An Duong Vuong, it has gone through many times and complexities.
He himself has also received opinions from people about land acquisition in this area recently.
In his role as the head of the residential group, Mr. Bay also repeatedly proposed to the Ward People's Committee to consider creating conditions for people to return to their shelters in case of land acquisition to ensure social security and order. He also expressed his desire for the state to resolve the policy of housing for people in this area.
Regarding the content of land recovery for the Phu Thuong ward park project, Lao Dong Newspaper reporters have contacted Phu Thuong Ward People's Committee many times. However, so far, reporters have not received an answer.
