Binh Chanh commune is one of the units that has well implemented this roadmap when it has standardized nearly 18,000 house numbers from the beginning of 2026 to date. The completion of handing over house number plates to people not only helps stabilize residential addresses, but is also a preparatory step for the application of unified house number management software throughout the city.
People are excited because the address is easy to find and clear
Recorded in Binh Chanh commune, many households were happy to officially receive new house numbers from the commune government. Instead of chaotic numbers "whoever comes first gets first" as in previous years, the new house number system has been scientifically arranged according to the rules of even side, odd side and progressive order.
Ms. Nguyen Thi Nguyet (resident of hamlet 36) excitedly shared: "Previously, finding a house was very difficult because the house number was not played according to any rules. Now relatives from the countryside come to visit or shippers just need to look at the number series to come immediately, no longer having to be annoyed and go around looking for directions.
Sharing the same joy, Ms. Le Thi Huong (resident of hamlet 36) hopes that this standardization will be accompanied by administrative procedure reform. She hopes that the new address will soon be integrated into the VNeID application: "I hope that in the future, just bringing out my phone and the address information will be approved immediately, and there will be no more scenes of having to go to a complicated notarized photocopy every time I complete procedures.
Ending the "specialized" house numbering method that causes difficulties
Talking to Lao Dong Newspaper, a representative of Binh Chanh Commune People's Committee said that previously the house number system was not associated with street names but according to each hamlet for convenient management. For example, hamlets 1, 2, 3 correspond to the letters A, B, C at the beginning of the house number. Each commune applies a different numbering method, so it lacks consistency. The establishment of a new Binh Chanh commune based on the merger of Tan Quy Tay and An Phu Tay communes (formerly belonging to Binh Chanh district) also makes the address system more complicated.
To overcome this, the commune applies the rule of issuing new house numbers based on the city's common database. Each house is associated with the name of the nearest road, and both sides of the road are numbered evenly and oddly according to current standards.
According to the People's Committee of Binh Chanh commune, the numbering and awarding of house numbers this time is not aimed at changing the entire existing house number system, but is an important preparation step to serve the plan to re-enact house numbers in the city according to the direction of the Ho Chi Minh City People's Committee in the coming time.
Through reviewing, standardizing and updating data, Binh Chanh commune has gradually built a house number database associated with cadastral maps, land plots and road systems, thereby forming an initial data platform to serve the construction of house number networks on digital maps. When the City deploys a synchronous management system, Binh Chanh commune's data has been integrated, helping to update, adjust and manage quickly, accurately and uniformly; creating favorable conditions for organizations and individuals in transactions related to addresses.
Ms. Vo Thi Trung Trinh - Director of the Ho Chi Minh City Digital Transformation Center - said that the city is focusing on reviewing, cleaning and standardizing many important data groups, in order to serve state management and socio-economic development.
In which, the group of technical infrastructure and transportation data is prioritized for deployment, with coordination between the Ho Chi Minh City Digital Transformation Center, the Department of Construction and the Ho Chi Minh City Police. These data are identified on a digital map, ensuring the criteria "right, sufficient, clean, living".
Applying technology to urban management does not lead to having to change the current house number. The new point of this approach is to increase people's participation. After the system comes into operation, house number data will be shared on the "Ho Chi Minh City Digital Citizen" application.
