The Government has just issued Resolution No. 74/NQ-CP promulgating the Plan to implement the arrangement of administrative units and build a 2-level local government organization model (plan).
A notable content of the plan is that the Government requires the Ministry of Construction to issue guidelines for reviewing urban planning and assessing urban quality of administrative units after the reorganization.
The Ministry of Construction issued guidelines for reviewing, numbering and attaching license plates of houses and construction works in urban areas and rural areas to ensure scientific, consistent and synchronousness in urban, rural and mountainous areas.
Meet requirements in state management, associated with synchronization and connection of national data on population, land, information systems, digital addresses, etc. and other related issues under the management of the Ministry of Construction.
This content is assigned by the Government to the Ministry of Construction to preside over and coordinate with relevant ministries and branches to promulgate before April 10.
Mr. Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association, former Deputy Minister of Construction - said that in 2024, the Ministry of Construction issued Circular 08/2024 regulating the numbering and affixing of license plates of houses and construction works in urban areas, rural areas, housing construction investment projects, urban area construction investment, industrial park nationwide.
However, due to the different conditions of each locality, this issue has not been implemented synchronously. Therefore, when completing the merger of some provinces, not organizing at the district level, continuing to merge communes, this issue should be calculated and studied.
Commenting on this issue, Mr. Le Nhu Tien - former Deputy Chairman of the National Assembly's Committee on Culture, Education, Youth, Adults and Children (now the Committee on Culture and Society) - said that the house numbering system currently has many problems, especially in rural areas.
Some localities have not yet implemented house numbering, leading to a situation where each household places their own number arbitrarily, without any rules.
Many places use the method of numbering in order of house construction time, instead of according to road planning, making it difficult to find an address.
In addition, according to Mr. Le Nhu Tien, the urbanization rate is increasing, many rural areas are expanding or changing road infrastructure but the house numbering system is not updated in time, creating overlap and chaos.
On the other hand, some localities have a policy of naming roads, but the approach is not synchronous, lacking scientificity and consistency.
Many places tend to name streets after famous people or historical sites, but do not have specific regulations, leading to overlapping names or unreasonable naming. Some communes have not yet taken the need to name roads seriously, thinking that this is only necessary in urban areas.
This causes difficulties in locating addresses and finding routes, especially for transportation, rescue or public administration services.
Faced with this situation, Mr. Le Nhu Tien said that in the coming time, we plan to merge provinces, remove district levels, and expand the scale of communes, so we need to synchronously implement the naming of roads and numbering of houses in rural and mountainous areas. In areas with special difficulties and sparsely populated, if it is not possible to count the houses, at least a street name is needed.
