Accordingly, Ninh Binh City Police has put into operation a surveillance camera system to handle traffic violations. After 1 month of implementation, it shows that the application of scientific technology to detect violations has helped the authorities detect and handle violations accurately and at all times.
From the beginning of 2024 until now, through the surveillance camera system and handling violations of traffic order and safety, Ninh Binh City Police detected and sent notices to handle cold penalties for 2,050 cases of violation. Of these, 760 cases have been processed, reaching 37%.
According to Major Truong Minh Khoi, sending notices to violating vehicle owners faces many difficulties, especially for vehicle owners in foreign provinces.
After identifying the violation, the authorities look up the license plate from the system to determine the vehicle owner and send a notice inviting them to work. If within 20 days the vehicle owner does not come to work, a warning will be sent to the Registry Center system. All violations detected through the system will be strictly handled according to the provisions of law.
"Many vehicle owners have moved to a different address than the one recorded in the registration, so it is not possible to send violation notices to vehicle owners, or there are vehicle owners who have sold or transferred their vehicles but have not yet completed transfer procedures. name, license plate registration revocation. In addition, some vehicle owners have received notice of violations but do not come forward until the time of registration to handle them, so the rate of violators coming to handle them is low. managed on time" - Major Khoi said.
Also according to Major Khoi, to avoid detection of violations, many vehicle owners also use fake license plates, license plates that do not match the registration, or cover and paste license plates... making it difficult to handle.
"For cases of intentionally avoiding violations, we coordinate with functional departments to strictly handle them according to the law" - Major Khoi affirmed.
