For example, the project to level the area of Doi Co temple, Binh Minh ward, Lao Cai city with an area of about 14.8 hectares, total investment of 350 billion VND.
The goal is to create a space to attract investment in construction of works and projects according to the plan; contribute to building Lao Cai city "Bright-Green-Clean-Beautiful", meeting the criteria of a type I urban area.
During the implementation process, 340 households were affected, with a total of 288 resettlement lots.
The reason the project encountered difficulties was that the resettlement land fund had not been fully arranged, so households had not coordinated to count (only 10 lots/288 lots of land were arranged).
Along with that is the project to level the ground on both sides of D1 road, from Km0+750 - Km9+353 (intersection of Tran Hung Dao Avenue), in Binh Minh ward, Lao Cai city, with an area of 10.8 hectares, a total investment of 344.4 billion VND and about 190 households affected. Currently, only 63 households have been issued a notice of land recovery.
The project is also facing difficulties because households have not agreed to the census because they believe the compensation price is low.
In addition, the project's resettlement location is unclear, leading to difficulties in continuing to carry out statistical and inventory work for households that have been issued land recovery notices.
Next, we can mention the Ngoi Duong Stream Residential Area Infrastructure Project, the total land area within the project is 11.9 hectares with 143 households and individuals affected.
Currently, there are 6 households having problems with site clearance, 3 households have received compensation and resettlement land, but have not yet handed over the land because the request to hand over land to children arose after the time the main household had the decision to reclaim the land and before the main household received the resettlement land (because at the time of land reclamation, the project did not have a resettlement land fund).
Currently, payment has been made to 136/143 households, with a budget of 28.1 billion VND. The site has been handed over to 136/143 households.
Not only that, in Lao Cai city, there is also the Residential Area Project behind Block 2 Headquarters, the Technical Infrastructure Project behind Block II Headquarters, Lao Cai - Cam Duong New Urban Area in Group 10, Nam Cuong Ward. The project was approved in 2015 with an investment of more than 80 billion VND.
The land area within the project's recovery scope is about 3 hectares with 91 households affected. However, only 19/91 households have been inspected, counted for land recovery and approved for funding.
It is known that land management faces many difficulties because households divide agricultural land plots in violation of regulations and build houses on agricultural land that has not been converted to residential land use.
Some households have land use right certificates and their houses are located within the clearance boundary. However, at the time of construction, the households did not have a permit application, leading to most of the houses being built in a location different from the issued land use right certificates.
From the above reality, it can be seen that the main reason is due to inappropriate regulations on compensation, support and resettlement payments, causing land clearance to be prolonged.
Regarding this, according to Vice Chairman of Lao Cai Provincial People's Committee Nguyen Trong Hai, localities need to organize propaganda, mobilization, and compliance in site clearance work. Regarding project resettlement, investors should consider reporting to the Provincial People's Committee on the policy of arranging resettlement locations for households that must move as a basis for project implementation.
"In case households still refuse to comply, complete the documents to organize enforcement according to prescribed procedures," informed the Vice Chairman of Lao Cai Provincial People's Committee.
