On the morning of September 11, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hai Duong province issued alert number 3 on the Thai Binh river system, from 7:00 a.m. on September 11.
At the meeting on the morning of September 11, Secretary of the Hai Duong Provincial Party Committee Tran Duc Thang requested the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue to urgently and drastically implement flood prevention solutions, including immediately evacuating people in dangerous areas on September 11. Up to now, the locality has evacuated 1,880 households with about 6,000 people out of dangerous areas; 267 dike watch stations have been deployed with enough forces and personnel on duty 24/7 to patrol, guard, promptly detect incidents and handle them from the first hour.
In Nam Dinh province, according to the leader of the People's Committee of Y Yen district, on September 10, a number of incidents occurred on the dike routes in the district; in which, the production dike in Hong Quang commune (Y Yen district, Nam Dinh) locally overflowed about 200m. The Hong Quang commune government has notified and evacuated more than 300 households with nearly 1,500 people and their assets outside the dike, inside the production dike to the commune health station and the Ninh Mat village cultural house. The Yen Phuc commune government has also notified and propagated to 60 households with 240 people and their assets to move to a safe place because the production dike in An Thanh village (Yen Phuc commune) is at risk of overflowing at some locations with a length of about 50m.
Previously, Nam Truc district also evacuated 100 people living in the dykes to safe shelters; prepared a plan to evacuate about 600 people in the dyke areas... Nam Dinh city also evacuated households living on the 2nd and 3rd floors of dangerous housing areas on Hoang Van Thu street to a safe place.
As of 9:00 a.m. on September 11, Thai Binh province has organized the evacuation of 464 households/1,182 people living in the embankment and dyke areas to ensure safety. Districts: Hung Ha: 64 households/167 people; Dong Hung: 71 households/157 people; Quynh Phu is implementing; Thai Thuy: 71 households/249 people and 30 workers/5 companies; Vu Thu: 28 households/100 people; Kien Xuong: 173 households/397 people; Tien Hai is implementing; Thai Binh city: 57 households/112 people.
Rising river water levels have also caused flooding in many areas in Dong Trieu town, Quang Ninh province. Especially in areas outside the Thuy An, Nguyen Hue, and Hong Phong dykes, many houses and residential areas have been flooded. Households in dangerous areas have been assisted by authorities to move to safe areas. Currently, in weak dyke areas, the town authorities and local people are focusing on reinforcing and using sandbags and stone cages to block water.
Along with evacuating people from dangerous and vulnerable areas, localities have been determined in directing and mobilizing maximum forces to respond to floods.
