For many months, in Hong Gai, Ha Long, Cao Xanh, Ha Lam, Ha Tu and Hoanh Bo wards, there has been excavation and infrastructure construction on many roads. Many areas have become messy with soil, rocks, construction materials and unfinished items.
According to people's reflections, on sunny days, dust covers the roads under construction; when it rains, many places are muddy, mud spills onto the road surface. More worryingly, at the locations of sewers and dug pits under construction, rainwater obscures dangerous points, posing a risk of accidents for traffic participants.
Ms. Nguyen Thi Ha - owner of a breakfast shop in Ha Long ward - said that right after the Lunar New Year 2026, the road next to the shop was dug up to serve the upgrade and renovation project. Initially, she planned to close the shop for about a week to wait for the project to be completed.
But after that, the project was still littered with soil and sand, and workers and boats were not seen working regularly. There was no other way, I had to reopen for sale. On days when workers came to construct, I had to close it again. It's almost the end of May and the project is still not finished, and I don't know when I will feel secure in doing business" - Ms. Ha shared.
Many households in the old Cao Thang ward area, now belonging to Ha Lam ward, are upset because after digging up the road and sidewalk, the construction unit almost "disappeared", causing them to temporarily place wood, bricks... to lead cars in and out of their houses.
Raw materials have been gathered for a long time, hindering people's travel but have not been done for a long time. We really hope the government will have a solution to force construction units to deploy quickly and effectively" - Mr. Le Duc Nam, Ha Lam ward proposed.
Mr. Nguyen Manh Tuan - Chairman of Ha Long Ward People's Committee - said that one of the reasons for the slow progress is that contractors received many projects at the same time, leading to a shortage of manpower. The ward has requested contractors to focus all resources to completely handle the unfinished tasks. According to the Quang Ninh Provincial Department of Construction, currently, in the above wards, there are 15 projects to renovate, upgrade, and embellish in combination with handling flooded points on some roads that are being implemented, managed by the People's Committees of the wards.
However, through inspection and actual field review of some projects, there is still a phenomenon of spreading, lack of synchronization and failure to implement thoroughly.
The slow return of land, prolonged and unfinished construction has been and is causing urban unsightliness, and at the same time directly affecting the landscape environment and the daily life of people in the area.
The Department of Construction requests wards to review and comprehensively adjust detailed construction measures in accordance with actual construction and the responsiveness of contractors.
