On the afternoon of September 10, Quang Vinh Ward (Thai Nguyen City) continued to be deeply flooded. Hundreds of officers, soldiers and volunteers were urgently evacuating people and delivering necessities to the flooded area.
The desk filled with information and addresses of people needing help was always crowded. After a long period of no contact, people outside quickly filled out the information, hoping to get their loved ones out of the raging water.
After more than a day of not being able to contact her sister, Ms. Thanh Huyen (Thai Nguyen City) said that her family has 4 people, including 2 young children. Living in group 10 near the riverbank, they are almost isolated. Since noon yesterday, due to a power outage, her phone ran out of battery so she could not contact her.
Quickly writing a few lines of information on a small piece of paper, sealing it in a small plastic bag, Ms. Huyen did not forget to give the bag of food and spare charger to the authorities to bring in.
"Now only boats can get to the groups near the riverbank of Quang Vinh ward. I hope everyone gets out safely. The family members outside are very anxious.
There is no electricity there so we can't contact each other. I just hope the flood recedes soon so everyone is safe," Huyen choked up.
With the same worried mood, Ms. Nguyen Thi Hai (Thai Nguyen City) brought a basket of food to the table to record the votes.
Ms. Hai said that in group 10 of Quang Vinh ward, there is a 90-year-old mother and her brother's family. They have been contacted but need supplies.
Quickly writing down her name and address on a piece of paper, Mrs. Hai choked up: "I hope the water recedes quickly so everyone can be safe. Now we need to provide clean water and flashlights for everyone to use to get through the day."
At the boat gathering area, the only way to the flooded area of Quang Vinh ward, Quang Dai (a volunteer from Hai Phong) held a stack of information papers. Dai said that thanks to this paper, he has been able to find many people in the flooded area since last night. Limited information, narrow alleys are difficult to access.
According to Mr. Dai, we had to divide into many groups to approach the deep flooded areas. Since yesterday, we have brought hundreds of people out. Many times we got the information but the signal was lost and we couldn't call for water. There were places where cars were blocked by the floodwaters and couldn't get in.
According to Lieutenant Colonel Ngo Anh Quyen - Deputy Chief of Politics of Engineering Brigade 575, Military Region I, functional forces are on duty day and night, mobilizing maximum forces.
"Some areas are deeply flooded, the narrow roads are deep and difficult to move. Today, we will basically be able to move households out of the danger zone. However, there are still some households that cannot be reached. Up to now, hundreds of people in Quang Vinh ward alone are still trapped. Rescue work is being urgently carried out," said Mr. Quyen.
