Faced with the situation of many illegal wharves and yards for gathering and loading construction materials existing along river routes in the area, on July 1, Ninh Binh Provincial People's Committee decided to establish an inter-sectoral working group to conduct a general review, inspection and thoroughly handle violations throughout the province.
This move shows that Ninh Binh province is tightening management and drastically rectifying the situation of unlicensed wharves and yards, land encroachment, affecting the dike protection corridor, irrigation, environment and waterway traffic safety and order.
According to the decision, the inter-sectoral working group is headed by Mr. Dinh Van Tien - Director of Ninh Binh Department of Agriculture and Environment.
The Deputy Team Leaders include leaders of the Department of Agriculture and Environment, Provincial Police, Department of Finance, Department of Construction and Department of Justice. Working group members also include representatives of the Provincial Inspectorate, Sub-Department of Irrigation, Traffic Police, Economic Police, Economic Security and specialized units on land, minerals, environment and mapping.
Leaders of commune-level People's Committees and professional officials in localities with violating wharves and yards will also be summoned to participate in each area.
Mr. Bui Xuan Dieu - Deputy Director of Ninh Binh Department of Agriculture and Environment (Deputy Head) - said that the Task Force has the task of reviewing, inspecting, and handling illegal wharves and yards along the river; guiding organizations and individuals to overcome violations and shortcomings and resolve difficulties and obstacles according to their authority.
Currently, our Task Force is requesting communes and wards to review and report specifically on each wharf and yard in their managed area. The actual inspection will be implemented at the end of July, early August. According to the requirements, the results of the review, inspection and handling must be summarized and reported to the Provincial People's Committee before August 30, 2026" - Mr. Dieu said.
The establishment of an inter-sectoral working group with the participation of many state management agencies and functional forces shows that Ninh Binh province is not only stopping at individual inspections, but also aiming to handle synchronously violations related to land, minerals, environment, waterway traffic and irrigation works.
As Lao Dong Newspaper has reported, the situation of land encroachment and illegal construction of wharves and yards along the Boi River, passing through Gia Tuong commune, Ninh Binh province, occurs rampant, posing a risk of unsafety, affecting dyke and irrigation management.
