Not far away, the construction material gathering yard right at the beginning of Yen Lang Street (Dong Da District) is also bustling with homemade three-wheeled vehicles coming and going.
Not only moving in alleys and alleys, according to the reporter's records, these vehicles also moved on Yen Lang and Lang streets at a speed not small at all.
Recorded at the Hoang Cau Lake renovation construction site (Hoang Cau Street, Dong Da District), homemade three-wheeled vehicles also appeared, driven by workers on the road.



On March 18, it was also noted that on many other inner-city roads in Hanoi, such as Thuong Dinh (Thanh Xuan District) and La Thanh (Dong Da District), PV also recorded many homemade three-wheeled vehicles traveling on the road or stopping and parking at construction material stores.
Sharing with PV, Mr. Do Van Tuan (resident of a collective housing area on Kim Ma Street, Hanoi) said that most housing construction projects, especially located in small alleys, will see the appearance of homemade three-wheeled vehicles.
"I have seen many construction projects in alleys using three-wheeled vehicles carrying waste out and in, carrying materials in and out, which is very busy. These cars are mostly self-assembled, without rearview mirrors, and are basically not safe enough to travel on the road," Mr. Tuan shared.
Need to convert vehicles, completely eliminate homemade vehicles
According to Resolution 32/2007/NQ-CP of the Government on a number of urgent solutions to curb accidents and traffic congestion, since January 1, 2008, the circulation of expired cars, agricultural vehicles, 3- and 4-wheeled homemade vehicles has been suspended. In case of intentional violation, the means of treatment, sale of scrap will be confiscated and added to the public fund.
However, up to now, homemade 3, 4-wheeled vehicles and farm vehicles still exist and operate openly.
Recently, there have been many accidents involving homemade 3 and 4 wheel vehicles in Hanoi, including an accident that tragically killed a student.

The convenience of transporting materials for construction works, transporting goods, low costs... are the reasons why homemade 3- and 4-wheeled vehicles are still used.
"Now there must be another means of replacing sewing to ban homemade vehicles from operating. In the alley, there are big cars that cannot enter, why push a turtle carrying materials in, it is really difficult. I think the authorities need to research and find solutions to help the people", Mr. Truong Thang (Mai Dich, Cau Giay, Hanoi) shared.
Currently, Hanoi City Police are also actively propagating and mobilizing people to destroy homemade vehicles. In addition, cases of intentional violations that cause traffic insecurity will be handled.

For example, in Hoai Duc district, in recent days, Road Traffic Police Team No. 9 - Hanoi Traffic Police Department has handled 14 homemade 3-wheeled vehicles in violation. Of which, 9 vehicles were temporarily detained and had their confiscation documents completed, 5 vehicles were propagandized and mobilized for destruction.
Hoai Duc is an area with many craft villages, such as handicrafts in Son Dong, candy production in La Phu... Some households have purchased homemade three- and four-wheeled vehicles to serve business and production.
Propaganda and mobilization to abandon these vehicles is a big challenge, but with the coordination of local authorities, many vehicle owners have voluntarily filed an application to destroy homemade vehicles," said Major Pham Van Luyen - Captain of Road Traffic Police Team No. 9.
