The actual water level measured at 6:00 a.m. on September 10 on Thai Binh river at Pha Lai is 5.02m (> BĐII: 0.02m).
According to the Flood Warning on Hai Duong Province's Rivers by the Hai Duong Province Hydrometeorological Station in bulletin No. CBLU-07/15h30/HDUO on September 9, from September 9 to 11, a flood will occur on the rivers in the upstream area of the province with a flood amplitude of 1.0-3.0m. The water level of Thai Binh River will continue to rise above the warning level II and may continue to rise.
The Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue issued an alert No. II on the Thai Binh River system from 7:00 a.m. on September 10. Accordingly, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of districts, cities, towns, all levels and sectors are required to deploy forces, conduct patrols and guard dykes according to the alarm level, promptly detect and handle any damage to dykes, embankments and culverts from the first hour.
The People's Committees of districts, cities and towns, through information measures, immediately issue warnings to authorities at all levels and people to proactively prevent and avoid; immediately move all materials, means, equipment and other assets outside the riverbank and on the river to ensure safety; immediately harvest agricultural products outside the riverbank that have reached maturity. For fish in cages on the river, immediately harvest fish raised in cages, move fish cages to a safe place (including moving into the fields or onto the shore). In case of being unable to move, the cages must be reinforced to ensure safety; implement solutions to protect aquaculture areas outside the riverbank. At the same time, immediately clear construction material yards, coal trading, shipbuilding, and other obstacles outside the riverbank to ensure safety and flood drainage.
For residential areas outside the riverbank (including in the area of the banks), proactively prepare a detailed and specific plan to evacuate people to a safe place when ordered to do so immediately, avoiding passivity, surprise, and delay leading to loss of life and major property damage.
Localities deploy forces and strictly carry out dike patrols and guards on all routes to ensure that each dike location has someone to inspect and take responsibility; closely monitor the progress of the dike, paying special attention to key weak points, embankments, landslides, recently completed dike repair works, culverts across the dike, reviewing the preparation of materials, means, and human resources according to the "four on-site" motto, ready to handle and respond to all situations, ensuring safety for the project.
Units prohibit all vehicles from traveling on the dike during flood warnings, except for vehicles performing flood and storm prevention tasks on the dike, strictly manage according to regulations; organize clearing of the dike roof and surface to ensure effectiveness, patrol and guard the dike, detect leaks and damage.
Along with that, check the closure of culverts under the dike; strictly implement regulations on closing and opening culverts under the dike during flood season.
The Chairman of the District People's Committee, leaders of relevant departments, branches and agencies shall be responsible to the Chairman of the Provincial People's Committee if they are subjective, negligent in leadership and direction, slow in implementing flood response, leading to untimely detection of construction incidents causing loss of life and property.
