The People's Council of Tay Ho District has just passed a resolution on adjusting and updating the medium-term public investment portfolio for the period 2021-2025 and the public investment plan for 2025 for 2 new projects, which are to replenish West Lake's water from the West Lake wastewater treatment plant to Sen Lake and survey and evaluate the current status of water quality, lake ecosystem and solutions to improve the quality of West Lake's water conservation.
The project is expected to start construction and be completed in August 2025 with a budget of nearly 115 billion VND.
According to the proposed plan, the domestic wastewater after treatment will no longer flow into the Nhue River as it is now but will be transported to Sen Lake (greater than 4 hectares, opposite the Tay Lake Wastewater Treatment Plant) through a pipeline system about 500m long.
At Sen Lake, the wastewater will be silted and monitored regularly to ensure quality before being added to West Lake.
The West Lake wastewater treatment plant currently has a designed capacity of about 15,000 m3/day, with a maximum capacity of up to 22,800 m3/day in the dry season and 32,640 m3/day in the rainy season. Currently, about 13,000 m3 of domestic wastewater is collected and treated every day using S BR technology.
The wastewater after treatment meets column A standards and is currently being discharged into the Nhue River through Xuan La B discharge gate.

Previously, the Chairman of the Hanoi People's Committee assigned the Tay Ho District People's Committee to preside over and coordinate with the Department of Construction and the city's departments and branches to study and accept the opinions of central ministries and branches on adding Red River water to To Lich River, urgently proposing a plan to use water from the Red River and the water after treatment of the Tay Ho wastewater treatment plant to supplement water to Tay Lake (through the intermediate lake, Sen Lake) to ensure that it does not affect the ecosystem of Tay Lake.
Assign the Department of Construction to preside over research and propose a plan to collect water from West Lake to supplement the To Lich River if necessary to keep the water level of To Lich River through the regulating gate of West A Lake - Cong Do - Muong Thuy Khue to be completed in August 2025.
At the same time, the Department of Construction was assigned to preside over and coordinate with the People's Committee of Tay Ho District to review relevant plans, carefully study and propose a plan to supplement water from the Red River to the To Lich River along Vo Chi Cong Street (connected with the water supplement in the previous phase) to ensure both replenishing water from the To Lich River and regulating the water level of West Lake is stable.
The Department of Natural Resources and Environment shall preside over and coordinate with the People's Committee of Tay Ho District to regularly monitor and evaluate the quality of the after-treatment water source of the Tay Ho Wastewater Treatment Plant to ensure that the after-treatment wastewater meets the prescribed standards and regulations.
