The Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to review the quantity and quality of commune-level cadres and civil servants as of December 31, 2024.

The Ministry of Home Affairs has just issued a document to the People's Committees of provinces and centrally run cities on reviewing and reporting on the number and quality of commune-level cadres and civil servants.

The document clearly states: Implementing Conclusion No. 126-KL/TW dated February 14, 2025 of the Politburo on a number of contents and tasks to continue to reorganize and streamline the apparatus of the grassroots political system in 2025 and Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo on implementing research and proposing to continue reorganizing the apparatus of the political system, performing functions and tasks of state management for commune-level cadres and civil servants, the Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to review and report on the quantity and quality of commune-level cadres and civil servants (as of December 31, 2024).

The document also informed that due to the requirement of urgent tasks under the direction of the Politburo, it is recommended that the People's Committees of provinces and centrally run cities send them to the Ministry of Home Affairs (through the Department of Local Government) before March 10, 2025 for synthesis and reporting to competent authorities.

The number of cadres and civil servants at the commune, ward and town levels (hereinafter referred to as commune level) is currently determined according to the provisions of Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres and civil servants and non-professional workers at the commune level, in villages and residential groups.

Clause 1, Article 2 of Decree No. 33/2023/ND-CP stipulates that commune-level cadres and civil servants are those specified in Clause 3, Article 4 and Article 61 of the Law on Cadres and Civil Servants 2008 (amended and supplemented in 2019).

Accordingly, commune-level cadres who are Vietnamese citizens are elected to hold positions according to their terms in the Standing Committee of the People's Council, People's Committee, Secretary, Deputy Secretary of the Party Committee, heads of socio-political organizations; commune-level civil servants who are Vietnamese citizens are recruited to hold a professional title under the People's Committee at the commune level, in the payroll and receive salaries from the state budget.

According to Article 61 of the Law on Cadres and Civil Servants 2008, commune-level cadres include 11 positions and commune-level civil servants include 7 positions.

The number of commune-level cadres and civil servants is stipulated in Article 6 of Decree No. 33/2023/ND-CP.

Accordingly, the number of commune-level cadres and civil servants is calculated according to the type of commune-level administrative unit; at least 18 people, the highest is 23 people.
