On November 28, speaking with a reporter from Lao Dong Newspaper, Mr. Luc Van Cuong - Chairman of the People's Committee of Quang Chu Commune confirmed that the authorities had inspected and fined a household for land destruction.
"At the time of inspection, no machinery or vehicles transporting soil were found, so only the act of destroying soil could be punished. The locality only has one cadastral officer, and the force is small, so it is very difficult to manage.
After the incident, the Commune People's Committee made a record and reported it to the district for handling according to authority," said Mr. Cuong.
According to Mr. Cuong, after the inspection team, the People's Committee of Cho Moi district issued administrative penalty decision No. 3040 against Ms. H.T.X (owner of the hilly land in Dong Luong village). The document clearly stated that Ms. H.T.X hired an excavator to deform the terrain, lowering the land surface with an area of nearly 1,000 m2.
For the above act, Ms. H.T.X was fined 15 million VND, and the original status of the above land area was restored. Time to remedy the consequences is 1 month.
Previously, Lao Dong Newspaper reported on the situation of illegally exploited soil being massively transported to build the Quang Chu Industrial Park (IP) in Cho Moi District, Bac Kan, invested by Onsen Fuji Joint Stock Company.
A hilly land of Mrs. H.T.X.'s family in Dong Luong village was raked and torn apart. The soil was loaded onto dump trucks and transported to the industrial park for leveling.
After the reflection, the Working Group including representatives of the Department of Natural Resources and Environment of Bac Kan province, the People's Committee of Cho Moi district and Quang Chu commune went to the site of the Quang Chu Industrial Park Technical Infrastructure Investment Project to inspect the reality.
Document No. 3784 dated November 21, 2024 of the Department of Natural Resources and Environment sent to the People's Committee of Bac Kan province regarding the results of inspection and verification of information shows that the press's reflection is well-founded.
The Department of Natural Resources and Environment of Bac Kan province requires Onsen Fuji Joint Stock Company to properly implement the contents according to the approved results of the Environmental Impact Assessment Report. It is strictly forbidden to receive illegal sources of soil and rock from outside into the project implementation area.
Propose that the People's Committee of Cho Moi district and the People's Committee of Quang Chu commune strengthen inspection and compliance with regulations in the field of natural resources and environment at projects and surrounding areas.
