Speaking at the ceremony, on behalf of the Party and State leaders, Deputy Prime Minister Tran Hong Ha expressed his joy and commended the outstanding achievements that the Party Committee, government, army and people of Ninh Binh have achieved over the past period; congratulated Hoa Lu city on being recognized as a class I urban area with a new position and stature.
The Deputy Prime Minister emphasized: The National Assembly Standing Committee's issuance of the Resolution to establish Hoa Lu city on the basis of merging Ninh Binh city and Hoa Lu district; the Prime Minister's recognition of Hoa Lu city, the fourth city in the Red River Delta region to meet the criteria of a class I urban area, not only affirms outstanding achievements in development, but also marks a new beginning with new development space, new motivation, new aspirations on the journey to become a Millennium Heritage City, a creative city.
The Deputy Prime Minister said that in order for Hoa Lu to become a unique and typical "Millennium Heritage City" of the Asia-Pacific region, Party committees at all levels, authorities, business communities, and each citizen need to have a different mindset, vision, and creative and effective ways of doing things.
First of all, it is necessary to review and complete the Hoa Lu urban development planning with the stature and model of a heritage city and a cultural industrial center. The urban development space needs to define areas that need to be preserved and protected; areas with conditions for development; areas for modern urban development; connecting and harmonizing traditional and modern values; mobilizing scientists, experts, and consultants to build Hoa Lu city.
At the same time, research to have a suitable roadmap, mobilize resources to restore the physical architectural heritage of Hoa Lu Capital; form more cultural spaces of the Ancient Capital - the symbol of the land of thousands of years of civilization; restore festivals, traditional craft villages, performing activities, folk cultural activities. Must strictly protect and promote the global value of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex.
The Deputy Prime Minister also requested Ninh Binh province to focus on investing in green infrastructure, clean energy, digital infrastructure, and smart infrastructure - this is the connection point between modern urban areas, culture, history, and people with urban service quality that fully meets ecological environmental standards in the context of harmoniously exploiting natural and cultural factors...
