Article 6 of Circular 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training (MOET) regulating extra teaching and learning stipulates:
Organizations or individuals organizing extra-curricular teaching and learning activities outside of school that collect fees from students (hereinafter referred to as extra-curricular teaching establishments) must fulfill the following requirements: Register for business in accordance with the provisions of law;
Publicly announce on the electronic information portal or post at the location of the tutoring facility the subjects that are taught extra; the duration of extra teaching for each subject according to each grade level; the location, form, and time of organizing extra teaching and learning; the list of tutors and the tuition fees before enrolling students in extra teaching and learning classes (according to Form No. 2 in the Appendix attached to this Circular).
Extracurricular tutors must ensure good moral qualities and professional competence appropriate to the subjects they teach.
Teachers who are teaching at schools and participate in extra-curricular teaching must report to the principal or director or head of the school about the subjects, location, form, and time of extra-curricular teaching (according to the form attached to Circular 29).
Thus, according to current regulations, people without a teaching degree can still register to teach extra classes. However, to be able to teach extra classes at home, it is necessary to ensure all of the above factors. At the same time, readers need to contact the local authorities to get answers about the necessary and sufficient conditions if they want to teach extra classes at home.
