The Inspectorate of the People's Committee of Dong Hoi City (Quang Binh Province) has just discovered many violations and has made recommendations on economic and administrative sanctions... for the collectives and individuals who committed violations at the Dong Hoi City Agricultural Service Center.
The inspection conclusion shows that the Center's internal spending regulations are incomplete, lacking regulations on fund allocation and use according to regulations of the Government and the Ministry of Finance. The Center has not effectively exploited internal resources to generate revenue and increase income for workers. The disease prevention and control plan and budget estimates are not strict, some tasks do not have estimates. The implementation process also does not comply with approved technical procedures and economic-technical norms.
The use of funds to support the pilot planting models of ST24, ST25 rice and organic rice production at Duc Ninh, Duc Ninh Dong and Quang Loc cooperatives (2020-2023) was not in accordance with regulations, leading to violations of more than VND 155.9 million. Financial management also had many limitations, such as not having an annual plan for purchasing and maintaining public assets.
Regarding the above violations, the Inspectorate of Dong Hoi City People's Committee stated: Mr. Tu Minh Hai, Director of Dong Hoi City Agricultural Service Center, is fully responsible for the limitations, shortcomings and violations in the organization and operation of the unit. In addition, a number of related individuals are also jointly responsible.
Regarding economic handling, the Inspectorate of Dong Hoi City People's Committee requested the Director of Dong Hoi City Agricultural Service Center to handle the recovery and deposit into the temporary account pending handling of the Inspectorate of Dong Hoi City People's Committee a total amount of 160.88 million VND in violations.
Regarding administrative handling, the Inspectorate of Dong Hoi City People's Committee requested the Director of Dong Hoi City Agricultural Service Center and the Director of Dong Hoi City Public Service Management Board, and the Quang Binh Animal Husbandry and Veterinary Department to organize the implementation of the process of handling responsibilities and take disciplinary action against individuals who have committed violations.
