The Inspectorate of the Quang Ngai Department of Construction has just pointed out a series of violations in 4 projects invested by the People's Committee of Tu Nghia district, including: Dao - Khanh Lac intersection road; Residential area serving resettlement for projects in Tu Nghia district; Tu Nghia - Nghia Hanh District People's Committee road and Song Ve Town People's Committee office. The total investment of the projects is about 56 billion VND, using budget resources, implemented in the period from 2016-2022.
In addition to the specific violations of each project, it emerged that the professional agency concluded that the People's Committee of Tu Nghia district performing the function of project investor was not in accordance with Clause 3, Article 7 of the 2014 Construction Law; Clause 2, Article 4 of Decree No. 59/2015/ND-CP dated June 18, 2015 of the Government on management of construction investment projects.
According to the Inspectorate of the Quang Ngai Department of Construction, there are many reasons leading to the above violations, in which the main reason was determined to be that the Chairman of the People's Committee of Tu Nghia district did not study the legal regulations on construction.
In addition, the professional capacity of the Economic and Infrastructure Department, the Finance - Planning Department, the Construction Investment Project Management Board of Tu Nghia district and related units participating in the implementation of the projects is still limited, leading to errors in consulting and implementation organization.
The Inspector of the Quang Ngai Department of Construction said that the responsibility for the violations lies with the District People's Committee, in which the Chairman of the Tu Nghia District People's Committee is the head responsible.
Therefore, the unit requests the People's Committee of Tu Nghia district and the Chairman of the People's Committee of Tu Nghia district to organize measures to correct violations. At the same time, according to the delegated authority, organize a review and clarify the responsibilities of the relevant collectives and individuals to determine the level of violations and handle responsibilities according to regulations; At the same time, request the Director of the Department of Construction of Quang Ngai to propose the Chairman of the People's Committee of Quang Ngai province to issue a document directing the review of the responsibilities of the Chairman of the People's Committee of the district and the Vice Chairman of the People's Committee of Tu Nghia district in charge of the construction sector related to the violations.
