Hanoi - The Department of Natural Resources and Environment has just canceled the results of selecting the unit to organize the auction of 3 sand mines because the contractor intentionally provided dishonest information and documents.

The Hanoi Department of Natural Resources and Environment (DONRE) has just decided to cancel the results of selecting the unit to implement the bidding package to organize the auction of exploitation rights for 3 sand mines: Lien Mac (Bac Tu Liem district), Tay Dang - Minh Chau (Ba Vi district) and Chau Son (Ba Vi district).

The reason the Hanoi Department of Natural Resources and Environment canceled the results was because the contractor violated the provisions of the Law on Bidding, "intentionally providing dishonest and non-objective information and documents in related documents to distort the results of selecting contractors and investors".

In addition, the contractor also violated the regulations under Circular No. 02 of the Ministry of Justice on Guidelines for selecting property auction organizations.

The Department of Natural Resources and Environment assigned the Hanoi Land Fund Development Center to preside over and work with relevant units to implement the next procedures to ensure compliance with regulations. The Department of Minerals presided over and worked with the Hanoi Land Fund Development Center and relevant units to advise the Hanoi People's Committee on the implementation results.

Previously, on November 5-6, 2023, the Hanoi Department of Natural Resources and Environment organized an auction for the exploitation rights of the above 3 sand mines. As a result, these 3 sand mines were auctioned by winning units with a total amount of about 1,700 billion VND, many times higher than the starting price.

On November 12, 2023, Prime Minister Pham Minh Chinh requested Hanoi to immediately review the entire process of surveying, assessing mine reserves, preparing documents and organizing auctions of mineral exploitation rights at 3 sand mines: Lien Mac, Chau Son and Tay Dang - Minh Chau, ensuring strictness and compliance with the law. Absolutely do not allow organizations and individuals to take advantage of loopholes in management to profit, lose, waste and benefit groups.

Timely detect and strictly handle violations of legal regulations in mineral exploitation rights auctions, prevent acts of taking advantage of auctions to push up prices, disrupt the market, and profiteering, and report to the Prime Minister.
