In the system of key development targets for the period 2026-2030, the Resolution of the 14th Party Congress set out many goals of profound social significance, clearly expressing the view of development for people. Notably, the poverty rate according to the multidimensional poverty standard strives to decrease by an average of 1-1.5 percentage points per year; Vietnam strives to belong to the group of 40 countries with the highest happiness index in the world.
These indicators affirm that the quality of life and level of social security benefits of people are not only results, but also an important measure to evaluate the success of development.
In Decision No. 777/QD-TTg dated April 30, 2026 of the Prime Minister, the goal is to strive for 100% of poor and near-poor households nationwide to need support for using fixed terrestrial broadband internet access services or terrestrial mobile telecommunications services. The program will support 400,000 smartphones for poor and near-poor households, the program implementation period is calculated from April 30, 2026 to the end of December 31, 2030.
Previously, in Official Dispatch 270/TTg-KGVX, the Prime Minister agreed on the policy of supporting the removal of temporary and dilapidated houses for children of resistance activists infected with chemical toxins; striving to complete it before July 25, 2026 to practically celebrate the 65th anniversary of Vietnam's Day for Agent Orange Victims.
The program aims to care for and solve housing for the people, especially people with meritorious services to the revolution, the poor, and policy beneficiaries who are always concerned by the Party and the State with the spirit of "mutual affection", "not leaving anyone behind", "ensuring that 100% of people with meritorious services and families of people with meritorious services to the revolution are well cared for in terms of housing".
Not only long-term policies, Party and State leaders also regularly and directly visit and give gifts to policy families and workers in difficult circumstances in many localities.
On the occasion of the 51st anniversary of the Liberation of the South, national reunification and International Labor Day, in Thanh Hoa, Politburo Member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai, on behalf of Party and State leaders, presented gifts and encouraged policy households, poor households, households affected by natural disasters and workers and laborers in difficult circumstances in the province.
Here, Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai cordially inquired, encouraged, and requested policy households and households in difficult circumstances to continue to make many efforts and rise up in life. Party committees, authorities, and socio-political organizations always accompany, share, and help difficult households. Workers and employees continue to strive, unite, create more wealth and material things, contribute to the company, to society, and directly enrich themselves.
Also on this occasion, in Lao Cai, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra visited, encouraged and presented gifts to policy families, people with meritorious services, workers and poor households in the area, the Deputy Prime Minister emphasized that economic growth is always associated with progress, social justice, and care for social security and welfare for people.
Many breakthrough policies have been effectively implemented such as tuition fee exemption for preschool and general education students; promoting periodic health check-ups and screenings for the whole population; building hundreds of schools in border areas; completing the elimination of temporary and dilapidated houses for poor households and people with meritorious services.
In particular, policies for people with meritorious services, social security, sustainable poverty reduction and care for workers and laborers are always concerned by the Party and State.
