Tax loss for many years
Son Vi Market is a center for trading goods in Son Vi Commune (Lam Thao District). In 2018, this market was renovated and upgraded by the People's Committee of Son Vi Commune. By early 2019, traders were allowed to sell goods after paying contributions to build facilities and drawing lots for booth locations.
Entering Son Vi market in late November, Lao Dong Newspaper reporters recorded that there were hundreds of stalls here. However, traders said that the buying and selling of stalls could only be a civil agreement between each other, and could not be done in a "legitimate" way.
Seeing the reporter's question, a trader (who asked to remain anonymous) - said that the reason was because the traders had not yet signed a contract with the People's Committee of Son Vi commune to rent and use the business premises at the market even though they had been selling goods here since 2019.
When the reporter continued to ask about how the traders have paid taxes and fees to the government over the years if they have not signed a contract, another trader added that for many years, the traders have not had to pay any additional money other than paying monthly garbage disposal fees of about 30,000 VND to about 200,000 VND/household (depending on the area and type of goods) to the Market Management Board to "record in the book" (no receipts or receipts).
Meanwhile, according to Decision No. 06/2017/QD-UBND dated February 10, 2017 of the People's Committee of Phu Tho province on regulating service prices for using sales areas at markets in the province, the price collected at Son Vi market is 4 thousand VND/m²/month.
Thus, it can be seen that for many years, the People's Committee of Son Vi commune has not signed contracts with small traders, and the service tax revenue from the use of sales area of hundreds of small traders at the market shows signs of loss.
Talking to Lao Dong Newspaper reporters about this issue, Mr. Chu Duc Oanh - Chairman of Son Vi Commune People's Committee - said that, according to estimates, there are currently about 150 small traders selling goods at Son Vi market.
Mr. Oanh admitted that the traders doing business at the market were not allowed to sign contracts, causing losses to the state budget for many years. The Son Vi commune government is currently in the process of overcoming these shortcomings.
"Because we did not sign a contract, we did not collect any money. In order to avoid lax management and budget losses, in recent months the Commune People's Committee has begun signing contracts with small traders, while tightening market management and putting it in order," said Mr. Oanh.
Chaos like Son Vi market
Not only does it cause loss of state tax revenue, but lax market management also causes many unfortunate incidents to occur.
According to traders, recently many people have encroached and sold goods at the market, especially the area around the main gate, causing traffic jams, unfair competition, and many arguments... Out of frustration, traders have reported to local authorities but have not been thoroughly resolved.
In addition, the delay in signing contracts for small traders indirectly causes disputes to last longer. A typical example is the dispute between Ms. Nguyen Thi Thuy and her two younger sisters, Nguyen Thi Thu and Nguyen Thi Thu Thao, over 4 stalls owned by Ms. Bui Thi Tam. The case cannot be resolved because the People's Committee of Son Vi commune has not yet signed a contract according to Ms. Tam's wishes (Ms. Tam sold to Ms. Thuy since 2020).
Regarding this, Chairman of Son Vi Commune People's Committee Chu Duc Oanh said that currently, if Ms. Tam requests, the Commune People's Committee can immediately make a contract for Ms. Tam - the first owner. After that, Ms. Tam can transfer it to anyone if she wants.
According to the reporter's investigation, in 2019, the Chairman of Son Vi Commune People's Committee was Mr. Bui Van Lam (now retired). After Mr. Lam's term, it was Mr. Bui Van Hao (currently Head of the Department of Agriculture and Rural Development of Lam Thao district). Mr. Hao was replaced by Mr. Chu Duc Oanh (current Chairman of the People's Committee).
