Since March 2016, the Chairman of the People's Committee of Quang Ngai province has approved Anh Viet My Joint Stock Company to invest in the Sa Huynh market project combined with a commercial and service housing area in Pho Thanh commune, Duc Pho town, with a construction area of 2,187m², 1 ground floor, 1 floor, 322 business locations; the commercial and service housing area has 57 plots of land around the market, from 1 to 3 floors high, construction site at the old Pho Thanh commune stadium; total investment capital is about 40.3 billion VND. However, although the market was completed at the end of 2018, it is still closed and inactive.
According to the reporter, while the new Sa Huynh market is the most spacious in Duc Pho town, its doors are closed, traders take advantage of the sidewalks and roadsides in front of this market to do business. A trader at the new Sa Huynh market said that when the Sa Huynh market was first completed, she registered to do business, but since the market was completed, it has been closed and she does not know why. Many traders hope the market will be put into operation soon to make trading more convenient.
According to the reporter's investigation, the reason why traders "dislike" the new Sa Huynh market is because some households do not agree with the business building the market right on the land that people previously donated to build a stadium to serve the entertainment and living needs of local children. Many traders also believe that the old Sa Huynh market is a state-invested market, so businesses do not have to pay rent, saving costs for traders. However, many people also support the new Sa Huynh market to be built spaciously, contributing to creating a new look in Pho Thanh commune, promoting local economic development.
Speaking to Lao Dong Newspaper reporter, Mr. Vo Minh Chau - Chief of Office of People's Council and People's Committee of Duc Pho town said that for the new Sa Huynh market, Anh Viet My Joint Stock Company previously planned to transfer assets to Duc Pho town, but so far there has been no action. Recently, there was a conclusion from the Government Inspectorate on this project, now even if it is transferred, it cannot be done because of legal issues.
According to the conclusion of the Government Inspectorate on the new Sa Huynh market project, the fact that the People's Committee of Quang Ngai province approved the investor to approve the project investment policy decision, not selecting the investor through the form of auction, bidding for the project using land is a violation of the Land Law and the Bidding Law. The decision on the project investment policy is not in accordance with the land use planning is a violation of the Land Law.
According to the reporter's source, the Sa Huynh market project combined with the commercial and service housing area in Pho Thanh commune is one of seven projects with violations, whose information was transferred by the Government Inspectorate to the Ministry of Public Security.
