Reporting to Lao Dong Newspaper, Ms. Le Thi Ngoc Ha (born in 1990, residing in Quang Binh province), with a Bachelor's degree in Accounting, graduated from the University in 2012, is one of the few members selected under the Government's Project 1758 on young intellectuals volunteering to work in particularly disadvantaged communes.
Since 2015, Ms. Ha has been assigned to work at the People's Committee of My Trach commune (Bo Trach district, Quang Binh) but has not yet been officially recruited, and the Project will end at the end of this year.
By early 2025, the conclusion of the Politburo on rearranging administrative levels, removing district levels, and merging commune levels forced the recruitment plan to be suspended.
Currently, many young intellectual team members in Quang Binh are at risk of having their rights "suspended" and having no output after the project is completed.
On May 27, the People's Committee of Quang Binh province said that it had sent a document to the Ministry of Home Affairs, reporting on the situation of arranging and using team members for the 500 Young Intellectuals Project and proposing a plan to remove difficulties in recruitment work.
According to the report, up to now, Quang Binh still has 11/15 members of the 500 Project 500 team who have not been recruited as civil servants or public employees. These team members are allocated to work in particularly difficult communes in 5 districts: Minh Hoa, Quang Trach, Bo Trach, Quang Ninh and Le Thuy.
The province has arranged 3 team members to work long-term in the local government system, 1 person has resigned, the remaining 11 team members have not yet been paid. Although Resolution 136/2021/NQ-CP of the Government requires the completion of the recruitment of Project 500 team members before December 31, 2025, in reality, the locality is facing many difficulties.
According to the Provincial People's Committee, the Project team members are not eligible for special recruitment to commune or district-level civil servants. In addition, the prolonged lack of staff, along with the process of streamlining the administrative apparatus, has made it difficult for localities to arrange new staff.
From 2019 to present, Quang Binh has implemented 3 phases of reorganizing commune-level administrative units. In 2025, the province will continue to merge administrative units and build a two-level government organization model, and it is expected that the number of redundant civil servants will increase.
Facing this situation, the Provincial People's Committee asked the Government and the Prime Minister to supplement the local payroll soon after the arrangement of administrative units was completed. In the meantime, the province proposes to continue the labor contract for the Project 500 members, in order to maintain the local contribution and ensure the legitimate rights for the young intellectual forces.
