The Ministry of Home Affairs has just reported the results of the arrangement and recruitment of team members for the pilot project to recruit young intellectuals to volunteer in rural and mountainous communes in the period of 2013 - 2020 after completing the task.
Accordingly, the Ministry of Home Affairs said that before the Government issued Resolution 136 on arrangement solutions for team members under the Project 500 young intellectuals working in rural and mountainous communes, there were a total of 414/500 team members who needed to be arranged and used. 86 team members applied for work transfer, resignation, and no need to arrange for use.
Synthesizing the results of 3 years (from 2022 to December 30, 2024), 359/414 team members, accounting for 86.7%, were arranged, arranged, and recruited.
In particular, there are 32/359 members, accounting for 8.9%, arranged as commune officials. There are 8 members of the Vice Chairman of the Commune People's Committee. The remaining 24 members are in charge of the following positions: Secretary of the Commune Youth Union, Chairman of the Commune Women's Union, Chairman of the Farmers' Union, Chairman of the Fatherland Front, Chairman of the Commune Veterans Association;
170/359 team members, accounting for 47.4%, are recruited to work as commune-level civil servants according to their expertise, training major, and job position. 84/359 team members, accounting for 23.4%, are recruited as district-level civil servants. 25/359 team members, accounting for 7%, are recruited as provincial civil servants. 48/359 team members, accounting for 13.4%, are recruited to work as civil servants for state agencies and units.
During the above period, 18/34 provinces completed the arrangement, arrangement, and recruitment of team members under Project 500.
However, currently, 55/414 team members of 16 provinces, accounting for 13.3%, are continuing to sign labor and work contracts in communes waiting for arrangement.
The Ministry of Home Affairs assessed that in addition to the provinces that have actively and proactively developed plans and implemented the recruitment and arrangement of team members for the 500 Young Intellectuals Project, there are still some local Party committees and authorities that have not paid attention and proactively planned and arranged the use of team members.
These localities have not yet linked the arrangement and use of team members with the recruitment of civil servants and public employees of the province, leading to many provinces no longer having positions, staffing, or plans to recruit team members.
According to Resolution 136, by December 31, 2025, the provinces within the scope of project implementation must complete the arrangement and assignment of team members in need. But to date, 55/414 team members of 16 provinces have not been arranged and recruited.
Therefore, the Ministry of Home Affairs proposes and recommends that the Government and the Prime Minister direct the People's Committees of provinces to proactively coordinate with relevant ministries and branches to seriously evaluate the results of implementing Resolution 136.
At the same time, the Ministry of Home Affairs proposes that the Government direct the People's Committees of provinces to propose plans for arranging and using team members under Project 500 to the Ministry of Home Affairs to report to the Government and the Prime Minister before June 30.
16 provinces have not yet completed the arrangement and recruitment of project members including: Ha Tinh (4 members), Quang Binh (11 members), Hoa Binh (11 members), Lai Chau (2 members), Dien Bien (2 members), Ha Giang (4 members), Bac Giang (5 members), Thanh Hoa (4 team members), Hue City (4 members), Quang Ngai (2 members).
Lang Son, Lao Cai, Quang Tri, Quang Nam, Binh Dinh, Ben Tre each province still have 1 team member that has not been arranged.
According to Lao Dong, in the context of localities streamlining their apparatus, many members of Project 500 have expressed concern about the risk of being eliminated from the system because they have only signed labor contracts and are not civil servants.
