According to forecasts, in the 2026 rainy and storm season, Quang Ninh is likely to be directly affected by 2-3 storms. In addition to storms, the locality also faces other forms of natural disasters such as extreme heat, prolonged widespread heavy rain, flash floods, landslides and unusual thunderstorms.
To proactively respond, Quang Ninh Provincial People's Committee has requested localities and units to continue to complete disaster prevention and control plans according to the direction of the Central Government, the Government and ministries and branches. In which, Yen Lap Quang Ninh One Member Limited Liability Company completes plans for regulation, protection of works and flood prevention and control in downstream reservoir areas, focusing on large reservoirs.
Localities review response plans for heavy rain and strong storms; inspect dyke systems, dams, key areas, and points at risk of landslides to promptly overcome existing problems and minimize damage caused by natural disasters.

One of the new points in the disaster prevention and control work of Quang Ninh in 2026 is the commissioning of a storm, tornado, and lightning warning system in Ha Long Bay - Bai Tu Long from May 2026.
This system aims to improve early warning capacity, ensuring safety for people, tourists and vehicles operating in the bay.
Mr. Doan Manh Phuong - Head of Quang Ninh Sub-Department of Irrigation - said that for storms at sea, forecasting work usually has a longer preparation time. However, thunderstorms and lightning are natural disasters that occur unexpectedly, which can cause great danger to ships, tourists and production activities in the bay.
“Nearly 2 months of operation, the storm, tornado, and lightning warning system in Ha Long Bay - Bai Tu Long has initially been effective. Most storm and tornado situations in the bay area are warned about 30 minutes in advance, helping waterway vehicles, tourist boats and people proactively prevent them” - Mr. Phuong said.
Along with the warning system on the bay, Quang Ninh has installed 30 automatic rain monitoring points in the area. These rain measuring points are combined with the monitoring system of the hydrometeorological sector, forming a network to monitor rainfall in real time, serving early warnings for localities when heavy rain appears.
In the Ha Long Bay area, Quang Ninh has also consolidated the inter-sectoral rescue and relief team on duty in the bay, maintaining forces and vehicles on duty 24/24h, ready to receive information, issue warnings and handle incidents, accidents, and natural disasters in the bay.
To ensure safety for ships and boats during the rainy and storm season, the Quang Ninh Department of Agriculture and Environment has also announced 35 ship and boat anchorage points in Ha Long Bay and Bai Tu Long Bay in 2026.
In the context of increasingly unpredictable natural disasters, Quang Ninh identifies early warning and preparing response plans from the grassroots level as a key task. Along with operating the storm, tornado, lightning warning system and rain monitoring network, the province continues to review and complete safe anchorage points and storm shelters for ships and boats, in order to minimize damage to people and property in the 2026 rainy and storm season.
