According to the Lao Dong Newspaper's reporter in early December, dozens of houses in the planning area, subject to site clearance in Cam Con commune, Bao Yen district, Lao Cai province, were dismantled and demolished to implement the Sa Pa airport project.
Through observation, around the project area, the construction site has cleared a large volume.
According to research, hundreds of households in Cam Con commune have given up their land to serve the Sa Pa airport construction project. Currently, these households have been moved to a new, clean and beautiful resettlement site.
However, since the project's groundbreaking in 2022, now the last month of 2024, this trillion-dollar airport super project has remained motionless.
Mr. Nguyen Van Toan (Cam Con commune, Bao Yen district) wondered: "People in the commune are very sympathetic and supportive of the construction of Sa Pa airport. But I don't understand why, even though the land is available, there is still no activity."
According to Mr. Toan, most of the households whose land had to be cleared moved to new resettlement areas near the riverbank. Many families built spacious houses after receiving compensation...
It is known that on October 21, 2021, the Prime Minister decided on the investment policy for the Sa Pa airport construction project under the PPP (public-private partnership) form.
The project is divided into 2 investment phases, in which phase 1 - construction of Sa Pa airport to meet the standards of a level 4C airport and a level II military airport, reaching a capacity of 1.5 million passengers/year; phase 2 will complete the project items to reach a capacity of 3 million passengers/year.
The project implementation period is 50 years, of which the construction period is 4 years; the operation, exploitation and capital recovery period is 46 years. Phase 1 of the project will be implemented from 2021; Phase 2 will be implemented after 2028.
Sa Pa Airport has a land use area of 371 hectares with a total investment capital of nearly 7,000 billion VND. Of which, the State capital accounts for about 2,700 billion VND, the rest is capital mobilized by investors.
On December 9, speaking to a reporter from Lao Dong Newspaper, Chairman of Cam Con Commune People's Committee Ho Viet Hung said: "The commune government coordinated and promoted land clearance for the project. Up to now, most households have agreed to hand over land and move to the new resettlement area. However, after many years of having land, the airport has not been able to start construction. Therefore, households have taken advantage of farming and agricultural cultivation."
According to the Chairman of Cam Con Commune People's Committee, the start date of the project depends on the district and province, the commune does not know. Regarding the cultivation of the people, the locality also creates favorable conditions, when the project is implemented, the people will return the land.
The leader of Lao Cai Province's Department of Transport informed that the project could not be implemented because it could not find a partner despite two bidding invitations. The reason was that businesses found the investment capital to be large and it was difficult to make a profit, so they did not do it.
"It is impossible to start construction in 2024 and complete it by the middle of next year. We are striving to attract investors so that we can start the project in early 2025," the representative added.
