Land to expand to 5 wards in Hanoi is about to be handed over

Hanoi - In September-October, the investor will hand over part of the site to the contractor to construct the project to upgrade and expand Linh Nam road through 5 wards.

After the operation of the 2-level local government model (1.7), the Hanoi People's Committee assigned the Vinh Hung Ward People's Committee as the investor to implement the project to upgrade and expand Linh Nam road.

The total land area recovered for the project is 98,345.92m2, involving 814 households and 33 organizations in 5 wards including Vinh Tuy, Tuong Mai, Vinh Hung, Hoang Mai and Linh Nam.

Mr. Ngo Manh Cuong, Vice Chairman of Vinh Hung Ward People's Committee, said that after being assigned by Hanoi People's Committee to Vinh Hung Ward as the project investor, the ward immediately established a Site Clearance Compensation Council (GPMB), updated legal documents, decentralized authority according to the authorities at 2 levels; and immediately deployed the GPMB steps.

Up to now, Linh Nam ward is the first locality to complete the site clearance work with 3 households and 2 organizations.

Meanwhile, Tuong Mai ward is the biggest bottleneck of the project. With 223 households and 7 organizations affected, only 133 households have so far issued land reclamation notices. There are up to 90 households that have not been notified, and 17 households do not cooperate in the investigation due to incorrect technical records of the land plot.

According to Mr. Cuong, the biggest difficulty is currently the complicated origin of land. On the same plot of land, it is possible to intertwine residential land, garden land, pond land, or agricultural land according to Decree 64.

Many households have bought and sold/transacted using handwritten documents, through many owners. When comparing the legal documents, the owner takes a lot of time. This forces relevant units to review extremely carefully.

The Vice Chairman of Vinh Hung Ward People's Committee said that the wards are currently actively coordinating with investors in site clearance. Wards are proactively developing plans and establishing compensation for land acquisition councils in their wards, and reviewing records to deploy work.

"In the coming time, we will be more active in coordinating to solve problems, discuss and provide the best support mechanism and solutions for people, ensuring the site clearance process is implemented best" - Mr. Cuong shared.

Mr. Ngo Manh Cuong also said that as soon as there is a site at any point, the investor will hand over that point so that the contractor can surround it with corrugated iron and implement the project.

The Ward People's Committee will coordinate with the Department of Construction to direct traffic, organize traffic, and ensure traffic for people during the construction of Linh Nam road expansion.

According to the plan, before September 20, the investor will hand over some sections, including the section from Thuy Linh slope to the end of the route to the contractor. In Vinh Hung ward alone, it is expected to hand over 400-500m of site in September-October 2025.
