Lao Dong Newspaper has many articles about the shortcomings at the Hong Quang coal mine of Viet Sinh Mineral Exploitation Joint Stock Company (Viet Sinh Company) in Khanh Hoa commune, Lao Cai province (Dong Quan commune, Luc Yen district, old Yen Bai province).
During the exploitation process, the company caused environmental pollution, damaged roads, caused landslides, buried rice fields... directly affecting the lives of many local households.
In addition to the above shortcomings, according to the reflection, there is a large-scale Tuynel brick factory in this coal mine area, but until now, it has not been licensed.
In early September 2025, at the scene, according to Lao Dong Newspaper's observation, the brick factory was located at the end of the road adjacent to Trai Bo area, in Dong Quan village 10, on a flat ground, about more than 2 hectares wide.
Around the raw material land gathering factory area, the equipment and machinery, production lines have been assembled, the steel frame factory has been fixed, divided into many rows, chimneys and the completed brick kiln system.
However, because they " held lights running in front of cars", as soon as they were discovered to be illegally built and operated, the local government stopped this behavior.
"This factory was built in 2022. However, after basically completing the items and going into production a few times, the factory did not see any operation, but still exploited, gathered and transported coal," said a local resident.
According to this resident, although the brick factory is not operating, the coal mining process is still carried out regularly. The excavation creates large holes, and the waste rock and soil from the exploitation process is high in a long row.
According to the reporter's research, the brick factory is a product of cooperation between Viet Sinh Company and Tuynel Hoang Ha Brick Investment and Construction Joint Stock Company. In which, the legal representative is Mr. Le Van Ha (at the same time a member of the Board of Directors of Viet Sinh Company) and the Chairman of the Board of Directors is Mr. Tran Hoang.
Regarding this issue, Mr. Hoang Van Dinh - Vice Chairman of Khanh Hoa Commune People's Committee confirmed that Hoang Ha Brick Factory is a violating project; the locality has issued a fine and requested to temporarily suspend operations until all legal procedures are completed.
According to Mr. Hoang Van Dinh, the People's Committee of Yen Bai province (old) had at least twice fined this enterprise nearly 300 million VND for illegal construction without an environmental license...
Mr. Tran Hoang - Chairman of the Board of Directors of Tuynel Hoang Ha Brick Investment and Construction Production Joint Stock Company also admitted that due to the impatience in the policy, the unit built the factory without a construction permit, no land use conversion, no environmental license...
According to Mr. Hoang, after being fined by the People's Committee of the old Yen Bai province and required to stop operations, the unit has strictly complied. Currently, the legal procedures are being urgently completed to soon put the plant into operation.
The leader of Hoang Ha Company also said that the initial investment capital for the construction of Tuynel Brick Factory was more than 60 billion VND. The land was bought from the people and is still within the mine area of Viet Sinh Company.
Mr. Hoang explained that coal mining is one of the fields that businesses registered for when established. However, they are mainly gathered at Viet Sinh Company's gathering area and then taken away for consumption.
3 years, 4 times Director
According to the investigation, Viet Sinh Mineral Exploitation Joint Stock Company was established on November 18, 2002, registered with head office in Village 10, Khanh Hoa Commune, Lao Cai Province.
Updated in early 2002, the company's charter capital was only 5 billion VND. Mr. Le Van Ha is introduced as Director and legal representative.
By March 2022, Viet Sinh Company increased its charter capital from VND 5 billion to VND 15 billion. In October 2023, continue to increase charter capital to 30 billion VND - this is also the time marking the massive exploitation and transportation, regardless of local people's opinions.
In this announcement, Viet Sinh's leadership also had a big change, when Mr. Hoang Ngoc Thin (born in 1976) was announced to hold the position of Director and legal representative of the company, replacing Mr. Le Van Ha (born in 1964).
By March 2025, the position of Director and legal representative of this company continued to be transferred from Mr. Hoang Ngoc Thin to Mr. Ly Van Luyen (born in 1972).
Notably, just about a month later, at the end of April 2025, the company's leadership structure changed once again, when Ms. Do Thi Giang Anh (born in 1979) was introduced as the Director and legal representative of Viet Sinh Company.
