Hanoi is managing more than 5,200 headquarters and career facilities, of which 291 are surplus facilities that need to be handled after the arrangement of administrative units.

On June 6, the working delegation of the Ministry of Finance led by Deputy Minister of Finance Bui Van Khang worked with the Hanoi People's Committee to review the arrangement, assignment, and handling of headquarters, projects, and works when arranging and streamlining the apparatus and administrative units.

According to the report of the Hanoi Department of Finance, before the arrangement, Hanoi had 526 communes, wards, towns and 30 district-level units. After the arrangement, it is expected to reduce to 126 communes and wards.

This arrangement leads to a number of contents related to the handling of headquarters, public land, investment projects to build headquarters and working equipment.

According to the review, the city is managing more than 5,200 headquarters and career facilities with a total land area of about 27 million m2, housing area of about 17 million m2. Of which, the city has identified 291 surplus facilities that need to be handled after the arrangement.

The total number of projects affected by the arrangement of administrative units is 1,206 projects (including 1,194 projects of the city and 12 projects of the City People's Procuracy).

Up to now, the city has temporarily suspended 561 projects and decided to continue 645 projects. At the same time, the city directed the classification to be handled according to 4 groups including: continuing to implement according to the initial investment scale, adjusting the scale, stopping the project or handling according to other options.

However, the implementation process in Hanoi still has some difficulties and problems, especially specific regulations on standards and norms for the use of headquarters, machinery, and equipment ( headquarters for arranging and handling surplus assets after administrative unit arrangement) that are in the process of being completed and issued...

Speaking at the meeting, Vice Chairman of the City People's Committee Nguyen Manh Quyen recommended that central ministries and branches soon issue unit price standards (salary, income, facilities, etc.) so that Hanoi City, together with the Capital Law, can effectively implement the streamlining of the administrative apparatus and units.

Regarding decentralization of authority, Mr. Quyen suggested implementing it drastically and thoroughly when implementing the two-level government from July 1. In the context of the city sending cadres and civil servants from districts to work in 126 communes/wards, decentralization and delegation to the commune level are necessary to promote the capacity of the cadre team.

This is an opportunity for the Central Government and Hanoi to rearrange and rearrange all public assets for effective use, thereby serving the community. The city is ready to arrange enough headquarters for ministries and branches to work after the arrangement, Vice Chairman of the City People's Committee Nguyen Manh Quyen emphasized.

Deputy Minister of Finance Bui Van Khang said that after the arrangement, units and localities must put the headquarters into effective use to serve the essential needs of people in the localities.

Therefore, it is very important to arrange, handle and make recommendations and proposals before the arrangement; to avoid the situation where after the arrangement is completed, it is necessary to repair and replace these institutions because they are not suitable for the purpose of use.

For surplus housing and land facilities, Mr. Bui Van Khang suggested that the city develop a handling plan according to the "6 clear" principle as directed by the Prime Minister: Clear people, clear work, clear time, clear responsibilities, clear products, clear authority. At the same time, regularly update the list of newly arising surplus houses and land to add to the plan to ensure that the handling of public assets is implemented synchronously, effectively, economically and in accordance with legal regulations...
