Prime Minister Pham Minh Chinh signed Official Dispatch No. 80/CD-TTg dated June 1, 2025, requesting ministries, branches and localities to step up the implementation of asset handling plans after restructuring and organizing the apparatus and administrative units at all levels.
The Prime Minister's telegram clearly stated that developing a plan to handle surplus assets according to the instructions of the Ministry of Finance, ensuring 6 clearly states: "Clear people, clear work, clear time, clear responsibility, clear products, clear authority"; on that basis, implementing handling according to the issued plan, not allowing assets to be wasted.
Determining the arrangement and handling of assets as one of the bases for reviewing and evaluating cadres in the process of arranging and streamlining the apparatus of the political system.
According to Lao Dong reporter on June 5, on To Hieu street (Ha Dong district), there are currently 3 abandoned houses and land that have been degraded for many years.
The real estate facility at 30 To Hieu has a total area of 1,300 m2, including 1 3-storey building and a 2-storey building. This headquarters was previously used by the People's Procuracy of Ha Tay province.
As a resident and employee of the area near 30 To Hieu, Ms. Mai Quynh Anh (Ha Dong, Hanoi) often travels through this area.
"This headquarters has a frontage occupying a fairly large area on To Hieu Street. If used for business or other purposes, it will not be wasted or lose the beauty of the urban area" - Ms. Quynh Anh shared.



After Ha Tay province merged with Hanoi city, from 2008 to 2015, the headquarters at 30 To Hieu street was converted into an archive; from 2016 to present, the unit has not used it. This headquarters is currently managed by the Supreme People's Procuracy.


At another location is the real estate facility at 32 To Hieu Street, which has an area of about 2,100 m2, previously used by the Ha Tay Provincial Radio and Television Station. On the land, there is a 3-storey house with an exterior and 2 rows of 2-storey houses inside, the land plot is surrounded by a separate fence, currently not in use.
Or the land at 55 To Hieu has an area of about 616 m2, previously managed and used by the Department of Statistics. On November 25, 2020, the General Statistics Office decided to transfer the original status of this house and land facility from the Office of the General Statistics Office to the Department of Data Collection and Application of Information and Statistics Technology for management.
In April 2025, the Hanoi People's Committee requested central ministries and branches assigned to manage the above-mentioned houses and land to urgently inspect, review, and propose solutions to handle works that have not been used for many years and have deteriorated.
In case ministries and branches do not need to use the above real estate facilities, the Hanoi People's Committee proposes to transfer them to the city for management and use in accordance with the provisions of law on management and use of public assets, to avoid waste.
